The Governor of Guanajuato, Libia Dennise Garcia Munoz Ledo, conducted a work visit to Chicago to strengthen institutional ties with the Guanajuatense migrant community residing in the city. As part of her agenda, Libia held meetings with consular officials, community leaders, and representatives from various sectors, in addition to participating in activities that fostered interaction and engagement with the migrants.

The State Governor was accompanied by Liz Alejandra Esparza Frausto, Secretary of Human Rights, and Susana Guerra Vallejo, Undersecretary for Attention to Migrants and in the Context of Mobility.

The day began with a work meeting with Reyna Torres Mendivil, Consul General of Mexico in Chicago, with whom she reaffirmed the willingness of the People’s Government to continue collaborating in favor of the people of Guanajuato who reside in that city, especially given the context that migrants currently face.

Chicago is home to one of the largest Guanajuatense communities in the United States. It is estimated that between 27,000 and 31,000 people born in Guanajuato live in that city.

The Governor held a meeting with migrant leaders at the People’s Government Liaison Office, with the purpose of strengthening direct dialogue with Guanajuatense residents living in the United States, listening to their needs, recognizing their contribution to the development of the State, and consolidating a permanent agenda of collaboration.

Libia Dennise expressed her gratitude for the work of the members of the Federation of Guanajuatense Leaders and Clubs of Illinois and reiterated her commitment to the migrant community. “I feel very committed to the migrant community and I appreciate this opportunity to share what we are doing in the People’s Government for you,” she said.

Libia explained that, in addition to the attention provided by the Human Rights Secretary, various state agencies offer support for productive projects, financing and economic development, through the Secretary of Economy and the Financial and Support Fund “Tu Puedes Guanajuato”.

The Governor reported that, so far this year, these are some services granted:

  • 285 cases of repatriation of deported migrants or voluntary return
  • 72 transfers of remains to Guanajuato
  • 11 visa applications for widows receiving Social Security benefits
  • 7 repatriations of sick people

Libia highlighted that Guanajuato is the only State that has an Assisted Return Plan, through the Migrante Quiero program, supported by four liaison offices located in Atlanta, Chicago, Los Angeles and San Antonio.

This scheme provides assistance to deported people or those who voluntarily return to the border, as well as comprehensive care in Guanajuato through support in health, education, official documentation, family reunification and accompaniment.

In addition, the program offers job opportunities, productive projects, financing, and social reintegration programs. Since it was created in 2025, the program has benefited 1,778 people.

The Governor also highlighted the Silver Miners program, aimed at people over 65 years of age with migrant children living in the United States whom they have not seen for more than ten years. It currently operates in more than 30 municipalities and has benefited 900 people between 2025 and 2026.

“I am very excited to be with you. I am your ally; I am here to listen to you and work hand in hand to build a better Guanajuato,” she said.

The migrant leaders acknowledged the support of the People’s Government and highlighted programs such as “Fall in Love with Guanajuato,” promoted by the Federation of Guanajuato Leaders and Clubs of Illinois, in coordination with the Secretary of Human Rights.

This project is aimed at the sons and daughters of Guanajuatense migrants residing in the United States and seeks to strengthen their identity through education, cultural, historical and community experiences in Guanajuato.

The first group, made up of ten young people, visited Guanajuato on July 15.

The Governor attended the Yuriria Clubhouse Annual Picnic Celebration, where she recognized the effort of migrant families who keep the traditions of Guanajuato alive and contribute to the development of their communities from the United States.

“Today I am here to tell you that Guanajuato does not forget its people. I recognize the work and contribution of the migrant women who left in search of a better future for their families, as well as those who remain in Guanajuato supporting their communities,” she said.

The event was also attended by Mayor of Yuriria, Victoria Eugenia Ramirez Zavala.
