Governor Libia Dennise recognizes emergency services, volunteers, and municipal DIF for their work on behalf of vulnerable families
First aid kits and mattresses are delivered to strengthen care in temporary and emergency shelters, upon the upcoming rainy season

“Giving ourselves to others is also a guarantee that when each of us requires support, we know that we will have not only governments willing to help, but also a society that has understood that in serving others lies one’s own transcendence,” said Governor of the People, Libia Dennise Garcia Munoz Ledo.

The Governor was at the Meeting with Subcommittees for Attention to the Population in Emergency Conditions (APCE), where she recognized the solidarity and coordinated work carried out by those who serve to Guanajuatense families in times of contingency.

The State Governor noted that Guanajuato now has 100 percent of its APCE Subcommittees established in all 46 municipalities, consolidating itself as one of the States with total coverage in matters of risk prevention and care.

“Today, we are gathered here with the people who work for others. That talent, that ability, and that heart they put into everything. Thank you so much because you make a difference,” said the Head of the Executive, recognizing the members of Civil Protection, emergency services, municipal DIF (State System for Integral Family Development), volunteers, and community groups.
During this meeting, a symbolic delivery of first aid kits to community groups and mattresses to the Municipal Civil Protection Units was made, tools that will strengthen care in temporary shelters and the response to emergencies.



Governor Libia Dennise emphasized that the APCE Subcommittees are a key element in acting immediately in the face of floods, fires, low temperatures, health emergencies and other phenomena that put families at risk.
“The government can’t be everywhere, but our people are in every community, in every corner. That’s why I recognize this desire to train, to prepare, and to be ready to help when it’s most needed,” said the State Governor.

Guanajuato has prioritized prevention, currently operating 141 authorized temporary shelters with the capacity to house more than 25,000 people. The Governor also reminded everyone that the 2026 rainy season officially begins on May 15th, reiterating the importance of strengthening institutional and community response capacity.

The Director General of the State System for the Integral Development of the Family, Alfonso Borja Pimentel, noted that emergency response in Guanajuato is the result of coordinated work of the State and municipal institutions and organized citizens.
“As a team, we are unstoppable. When an emergency occurs, we see how people raise their hands to help, from those who donate a can or a blanket, to those who open their homes to set up a collection center,” said the President of the Advisory Council of the State DIF System, Juan Carlos Montesinos Carranza.

“Emergencies don’t give any warning. And when they arrive, the only thing that truly demonstrates how prepared we are is coordination and prevention,” said Maria Magdalena Esquivel, a member of the Civil Protection team in Ocampo.
“The success of Civil Protection often consists precisely in that: in preventing tragedies and ensuring that our families return home safely,” said Esquivel.
