This Monday the functions of the new institution called “Transparency for the People” begin, said Governor Libia Dennise Garcia Munoz Ledo, on the program Connecting with the People.

Libia Dennise explained that after the extinction of the Institute for Access to Public Information for the State of Guanajuato, its functions are assumed by the Secretary of Honesty through “Transparency for the People” which is a decentralized administrative body.

It will be the guarantor body of the Executive Branch and will also handle matters related to transparency in municipalities. The reform to the Organic Law of the Executive Branch was intended to grant these powers to the Secretary of Honesty.

The program featured the participation of the Secretary of Honesty, Arcelia Gonzalez Gonzalez; and Jose Andres Rizo Marin, who has been appointed by the Governor as the director of the new guarantor body “Transparency for the People”.
The Governor said that Jose Andres Rizo Marin holds a law degree and a master’s degree in civil law, and has 17 years of experience in judicial activities. He has built a solid career in the judicial field and in guaranteeing human rights to public information and the protection of personal data. Rizo comes from the same IACIP (Institute for Access to Public Information) where he served as Secretary General of Agreements from 2015 until April 2026.

After expressing his enthusiasm for assuming this position, Rizo Marin said that with “Transparency for the People”, a new stage is beginning in the right to access public information and the protection of personal data, with the purpose of being closer to the people of Guanajuato.
Libia Dennise said that in recent months there has been concern about transparency due to the legal modifications at the federal level that led to the disappearance of the INAI (National Institute of Transparency, Access to Information and Protection of Personal Data), and its consequent mandatory modification in the Federal States of Mexico.

Here in Guanajuato, on April 8th, the new Law on Transparency and Access to Public Information for the State and Municipalities was published, and came into effect the following day, as well as reforms and additions to the Organic Law of the Executive Branch.
On April 9 of this year, the IACIP was dissolved as the guarantor authority, and its functions were assumed by the internal audit offices or their counterparts in the Legislative and Judicial branches, as well as the internal control bodies of the autonomous constitutional organisms. In the case of the Executive branch, the Secretary of Honesty assumed these guarantor functions, explained Libia Dennise.

Arcelia Gonzalez added that a committee was formed to oversee the transition from IACIP to the Secretary of Honesty. There was a 65-day period, which expires on June 15th, so this new body, called “Transparency for the People,” begins its operations today.
From the date the new law came into effect, deadlines were suspended for 65 calendar days. This means that requests for access to information continued to be processed as usual; the only provision in the transitional clauses was the suspension of deadlines for resolving pending cases left in process by the IACIP, including appeals. This period resumes today, June 15.

The Governor highlighted that “Transparency for the People” has as its legal form a decentralized administrative body of the Secretary of Honesty, which means technical and operational autonomy to assist the powers of the Secretary.
The Governor reiterated that transparency is paramount for this Administration, because it generates trust among citizens, and “for us, trust is what is most important.”
