As part of the Solemn Session in the State Congress, the three public powers of Guanajuato participated in the commemoration of the Bicentennial of the First Political Constitution of the State, a historic moment that allowed recognition of the role of this document as the foundation of the Rule of Law and as a guide for the construction of solid institutions to the service of the citizens.

Two centuries ago, Guanajuato took a decisive step by promulgating its first Constitution, a document that established the separation of powers, recognized fundamental rights and laid the foundations of a legal order based on law, justice and popular will, principles that continue to be in force in the public life of the State.

During this commemoration, the Governor of the State, Libia Dennise Garcia Munoz Ledo, highlighted that the Constitution represents the social pact that has allowed Guanajuato to consolidate a firm State of Law, where institutions act with responsibility and respect for the citizens.
“The conviction that social challenges are resolved through law, order, and the rule of law is the first great legacy given to us by those who shaped Guanajuato,” said the Governor.

Libia said that respect for the Constitution and the separation of powers is the basis of a solid democracy and a government close to the people, in which the exercise of power implies responsibility and permanent adherence to the law.

“Power is not a privilege, it is a responsibility that is exercised in the name of the people and together with the people,” said the State Governor.
“Those of us who are part of the Judiciary recognize that from our inception we have the responsibility to guarantee access to justice, resolving cases in accordance with the law, promptly, completely and impartially,” said Judge Alma Delia Camacho Patlan, president of the Supreme Court of Justice and of the Council of the Judiciary.

Congresswoman Martha Edith Moreno Valencia, president of the State Congress, pointed out that the Constitution represents the fundamental agreement that gave rise to the public life of Guanajuato and that, 200 years after its promulgation, it continues to be the framework that guides legislative work and social coexistence.
Members of the State Congress, members of the Cabinet, Mayors, students, and citizens participated in this Solemn Session.
