The Governor of the People, Libia Dennise Garcia Munoz Ledo, began her six-day working tour of Japan, which aims to promote the attraction of more Japanese investment, provide certainty to the large automakers of this country established in our State, and foster a stronger tourism and cultural relationship.

In her first event, the Governor attended Mazda Zoom-Zoom Stadium Hiroshima to meet with Governor Hidehiko Yuzaki and watch the baseball game between the Hiroshima Toyo Carp and Nagoya Dragons as part of the Hiroshima Flower Festival, which was attended by more than 30,000 people.

The Governor then participated alongside Hidehiko Yuzaki, Governor of Hiroshima, in the parade on Hondori Street, one of Hiroshima’s most iconic shopping and pedestrian avenues, as part of the 2025 Hana Matsuri Flower Festival.
Every year, Hiroshima is transformed into a scene of color, music, and joy during the Hana Matsuri (Flower Festival), a tradition that pays tribute to both the birth of Buddha and the resilient spirit of a city reborn after adversity.

This year’s Festival theme is “Blossoming in Community, Blossoming in Peace.” In 2025, this event takes on special significance, not only for its cultural roots, but also for its message of peace, coexistence, and hope.
The Guanajuato delegation then attended the official reception hosted by the Hiroshima government. Libia Dennise thanked Hiroshima Governor Hidehiko Yuzaki and the members of the Hiroshima-Guanajuato Friendship Association for their hospitality.

“Today we are here to reaffirm the friendship we have with Japan and Hiroshima, through this friendship that has already lasted more than 10 years and that we hope will continue to flourish like the cherry trees in your beautiful country,” said the Governor.
“Today, the Government of Mexico, together with the Government of Guanajuato, reaffirms our continued work to increase that trust with Guanajuato”, said Libia.

“We are very happy to begin this intense work tour in Japan, but we are also very happy to begin it with our brothers and sisters, in Hiroshima, with our friends,” the Governor said.
Hiroshima Governor Hidehiko Yuzaki welcomed the Guanajuato delegation. “It is an honor to have the presence of the Governor and the authorities of Guanajuato. Welcome. We will continue to strengthen this great friendship, which has already lasted more than 10 years.”

Guanajuato is participating in the Flower Festival for the first time, and the exhibition “The Landscape and Traditions of Guanajuato” has been mounted to bring Guanajuato’s art, culture, history, and traditions closer to the Japanese public.
The exhibition brings together a selection of 25 works by Guanajuato artists such as:
- Jesus Gallardo, Olga Acosta, Luis Garcia Guerrero, Jose Chavez Morado, among other

Exchange of artistic and cultural projects
The Secretary of Culture of Guanajuato, Lizeth Galvan Cortes, held a working meeting with Shimoyama Masaya, Executive Vice President of the Japan Foundation, as part of a working tour of the country. Important agreements emerged during the meeting that will allow for the exchange of artistic and cultural projects between Guanajuato and Japan.

The first step will be a visit to Guanajuato by the Director of the Japan Foundation in Mexico. The director will learn about the State’s cultural infrastructure and meet with local artists. The goal is to promote projects that allow for the exchange of workshops, artists, teachers, and artifacts between Guanajuato and Japan.
Through these projects, we will seek to promote the art of Guanajuato’s artists and masters in Japan and vice versa.
