The Secretary of Education of Guanajuato (SEG) guarantees that more than 3,500 students currently enrolled in the Bivalent Militarized High School (BBM) will continue their studies normally, so families can be certain that this public educational model continues to operate in accordance with the law.
After analyzing the official communications issued by the Secretary of Public Education (SEP) on July 22 and 29, 2026, the SEG concluded that the provisions contained in those documents are directed primarily to basic education institutions and private schools.
Therefore, the Secretary informs that in Guanajuato there are no private militarized schools with Official Recognition of Validity of Studies (RVOE) and, in compliance with federal provisions, no authorizations will be granted to offer basic education under the names “Militarized”, “Military”, “Castro” or similar.
In the case of the Militarized Dual-Valid High School, the SEG specifies that it is a public upper secondary education subsystem, financed entirely with State resources and created through Secretarial Agreement 117/2018. Furthermore, the programs it offers—Cybersecurity, Civil Protection, and Citizen Security—have the corresponding registration with the SEP, which was recently ratified.
This education model is not part of the Military Education System nor does it constitute military training. It is a technical high school program that strengthens students’ academic development with values such as discipline, leadership, responsibility, teamwork, social commitment, and respect for human rights.
In eight years of operation, 8,895 young people have studied under this education model, of whom 3,341 have already completed their training. Furthermore, 76 percent of those who graduated in the previous academic year continued their studies at higher education institutions, reflecting the success of this education program.
The Secretary of Education of Guanajuato will maintain dialogue and coordination with the Secretary of Public Education to address any applicable provisions, always with full respect for the current legal regulations and prioritizing the best interests of students.
For the People’s Government, the education of young people is a priority. Therefore, all decisions will continue to put students at the center, guaranteeing the continuity of their studies and providing security for families in Guanajuato.
