In a joint effort, the State and Federal Governments are taking firm steps to defend the footwear industry in Guanajuato. Today, State, Federal, and Municipal authorities, along with representatives from the production sector, announced the exclusion of the footwear sector from the Strategic Fiscal Zone regime, a measure that strengthens the industry’s competitiveness and protects the jobs of thousands of Guanajuatense families.

This announcement represents the result of months of dialogue, technical analysis, and coordinated work between the industry and the different levels of government, who have joined forces to address one of the main demands of the sector and guarantee fairer conditions for producers.
The exclusion of footwear from the Strategic Fiscal Zone regime represents an important step to protect the local industry, defend jobs and strengthen the State’s economic growth.

The Governor of the State, Libia Dennise Garcia Munoz Ledo, acknowledged the willingness of the Federal Government and reiterated the commitment to continue working as a team to defend an industry that gives identity, employment and development to Guanajuato.
“It is by working together as a team that we can make things happen for the industry that gives so much identity to our State. From the very beginning, we have supported this great effort to defend the footwear sector in Guanajuato,” the Governor emphasized.

The Governor, who was accompanied by the Mayor of Leon, Alejandra Gutierrez Campos, expressed her gratitude for the Federal Government’s openness and willingness to listen to the industry and develop joint solutions. “Today we tell the industry and the working people of Guanajuato that you have a government here that will continue to be an advocate and spokesperson, working hand in hand with the Federal Government to promote this sector that gives our State its identity,” said Libia Dennise.

Libia noted that, although progress is being made in protecting the sector, work will continue to ensure that these measures are reflected in the daily operations of customs and in real competitive conditions.
The president of the Guanajuato State Chamber of the Footwear Industry (CICEG) and the National Chamber of the Footwear Industry (CANAICAL), Juan Carlos Cashat Usabiaga, explained that this measure will help curb the misuse of customs schemes that facilitated the irregular entry of footwear into the country which directly affects the national industry.

Cashat explained that between 2023 and 2025 there was an increase of approximately 1,999.93 percent in the entry to Mexico of illegal footwear, a situation that did not correspond to the normal behavior of the market.
“This is a timely measure. Excluding footwear from this regime is essential to protect jobs and the competitiveness of our industry,” said Cashat Usabiaga.
Mayor of Leon, Alejandra Gutierrez, acknowledged the sector’s efforts and emphasized that the footwear industry is part of the DNA of Leon and of the State. “Today we are taking a firm step toward a leveled playing field. This problem is not new, but today we see a willingness to address it and work together for the industry that has put Leon on the world map.”

On behalf of the Secretary of Economy of the Government of Mexico, Jesus Alberto Hernandez Aguirre stressed that strengthening the footwear industry is a national priority, due to its impact on employment and the regional economy.
“The footwear industry is a strategic, labor-intensive activity with deep regional roots. The doors of the Secretary of Economy are open to continue working hand in hand with this sector.”
