“For the People’s Government, the protection of journalists and human rights defenders is an ethical conviction and an obligation that we take very seriously. You exercise the citizen oversight that every government needs, and your work must be guaranteed with technical tools, sensitivity, and institutional will,” said the Governor of Guanajuato, Libia Dennise Garcia Munoz Ledo.

During the presentation of the report “Good Practices and Challenges in the Investigation of Crimes Committed against Human Rights Defenders and Journalists”, prepared by the Office of the United Nations High Commissioner for Human Rights (OHCHR) in Mexico, with the support of the European Union, Governor Libia Dennise mentioned that this report analyzes emblematic cases that highlight practices that push towards justice.

From the “Jose Maria Morelos y Pavon” Auditorium, at the State Attorney General’s Office Complex, the Governor noted that this exercise represents a clear message of institutional openness, by allowing the technical and human analysis of the investigation processes, as well as the identification of areas of opportunity to strengthen access to justice and the protection of those who defend rights and inform society.

The report documents challenges and positive experiences in the investigation of crimes against these groups, and recognizes Guanajuato’s willingness to engage in dialogue with multilateral organizations and strengthen its institutional capabilities, through coordination of the State Attorney General’s Office, the Secretary of Government, and the State Council for the Protection of Human Rights Defenders and Journalists.

The Governor appreciated that the document turns real cases into lessons for the future, such as the proper preservation of the scene of the events, legal support for victims, and context analysis for risk prevention.

Libia said that, during the last year, the State extended protection measures to 50 people, of whom 34 are journalists and 16 are human rights defenders, in addition to activating 87 actions proportional to the level of risk, to safeguard their integrity and guarantee the exercise of their rights.

“Behind these numbers are life stories of people who now have these protective measures, and we cannot hide them. What we must do is act accordingly and empathetically support the entire structure we have in this administration to guarantee the security of human rights defenders and journalists,” the State Governor said.

Libia noted the training activities carried out in coordination with the OHCHR, which have reached out to members of the State Protection Council, the Special Group of the Secretary of Security and Peace, as well as staff from social communication areas of 10 State agencies, to strengthen freedom of expression and prevent revictimization.

The Governor called on journalists, human rights defenders, institutions, and society in general to make this report a standard of conduct and a shared commitment, reiterating that in Guanajuato “human dignity is the greatest of rights and no one who defends freedoms or informs society will be alone.”
