Governor Libia Dennise Garcia Munoz Ledo presented a series of initiatives to the State Congress to severely punish those who attack children, adolescents, and women, and to guarantee better conditions of justice, respect, and security.

“In the People’s Government, we continue to work ever more vigorously to eradicate and combat violence in all its forms, but especially the violence perpetrated against our children, adolescents, and women. We know the magnitude of this challenge, but at the same time, it is the challenge we face to do even more,” said Libia Dennise.

Three initiatives presented:

  • The first initiative proposes the creation of the Public Registry of Sexual Offenders
  • The second is a reform to the Penal Code regarding domestic violence
  • The third states that sexual harassment committed by public servants will be considered a serious offense

The first initiative, explained Libia, proposes the creation of the Public Registry of Sexual Offenders. A public information system that will consolidate data on those convicted of sexual offenses against children and adolescents, which will also be a public policy tool for prevention.

“A sexual assault committed against our children must not be forgotten, as the victims of these crimes are marked by lifelong suffering, and those who attack them must know that they will be included in a public registry that will identify them and prevent future attacks,” said the Governor.

“If this harm is forever etched in the lives of our children, why doesn’t the aggressor suffer the same consequences? It’s only fair,” said Libia.

The second initiative, added Libia, is a reform to the Penal Code regarding domestic violence. “We want no one, no aggressor, to hide behind procedural benefits that encourage recidivism and can even end in fatal consequences for the children and women who are victims of violence,” said Libia.

“With this reform, not only will domestic violence have harsher penalties, although that’s not the goal in itself, but also the aggressors will not be able to walk free, with the benefit of conditional suspension,” said the Governor.

And the third initiative is the addition of sexual harassment to the Law of Administrative Responsibilities, said Libia.

“Although sexual harassment is now considered a crime, it is not considered a serious administrative offense, and therefore, when a woman files a complaint within the public administration, we have to fire the aggressor, but for another reason, which is not justice for the victim,” said the Governor.

“With this reform, sexual harassment committed by public servants is now considered a serious offense, even when it is an isolated incident and there is no relationship of subordination. Let it be clear: in public service, there is no place for violence, whether sexual or any other, only ethics and respect,” said Libia.

“I am certain that the representatives will know how to enrich it and that these laws will benefit and protect our people. My full support goes out to all of you,” said the Governor .
