With a message of co-responsibility, unity and trust, the Secretary of Security and Peace, Juan Mauro Gonzalez Martinez, led the Fourth Ordinary Session of the State Commission of Secretaries of Public Security or their Equivalents 2025.

In this meeting the Secretary called on municipal authorities to strengthen their closeness with the State and the Federation so that coordination in matters of security translates into better results for citizens.

Gonzalez Martinez recalled that today Guanajuato is a “reference for how things are being done right” thanks to the political will of Governor Libia Denisse Garcia Munoz Ledo, the support of Mexico’s President and the combined efforts of the Armed Forces, the National Guard, prosecutors’ offices, and the 46 municipalities.

Juan Mauro noted that this is already reflected in actions such as operational coordination, shared intelligence, institutional trust, the reduction of crime, and the joint attention to regional issues and emphasized that success in security depends on the shared commitment among authorities. “If your municipality does well, Guanajuato does well, and if Guanajuato does well, Mexico does well,” he stated.

Federal, State, and Municipal representatives agreed that coordination in Guanajuato has strengthened and is now reflected in joint operations, real-time data sharing, and shared responsibility across all levels of government to address crime comprehensively.
As part of the agenda, a report was made on preparations for the Second National Drill 2025, which will take place on September 19 at 12:00 p.m.

Luis Antonio Guereca Perez, State Coordinator of Civil Protection, emphasized that, for the first time, the National Civil Protection Coordination will activate an audible and visual notification on all cell phones in the country, using the Cell Broadcast system, to reinforce the culture of prevention. He invited municipal authorities to register their properties and the public to participate en masse, as the drill will prepare the population for disaster or emergency scenarios.
The Secretary of Security and Peace called for early planning of security operations for the national holidays, emphasizing the importance of sharing information and working with intelligence during events commemorating Mexico’s Independence Day.

Juan Mauro Gonzalez Martinez closed the session by acknowledging the efforts of those who have shown openness and collaboration, but called for greater commitment. “I understand that we all have different responsibilities, but that has been precisely the instruction of the President and our Governor. Today, Guanajuato is a model for how things are being done well, and it’s because we’re all together.”
