The State of Guanajuato is a national example in the care and protection of people who have been victims of a crime or violations of their human rights, said Governor Libia Dennise Garcia Munoz Ledo, in the program Connecting with the People, which on this occasion had as a guest Jaime Rochin, the head of the State Commission for Comprehensive Care for Victims.  

“For the People’s Government, this Commission is not just another part of the administration; it’s a very important area for providing sensitive and empathetic attention to victims; its work is very close to the people,” said Libia Dennise Garcia Munoz Ledo.

This State Commission for Comprehensive Victim Assistance coordinates efforts across agencies. It also has a subsidiary fund to provide aid, assistance, care, and rehabilitation to ensure that conditions of need directly related to the victimizing event are met.

Only in 2024, 160 million pesos were allocated for food, funeral, medical, economic, travel, transportation, edicts, comprehensive reparations, and scholarships.

“Guanajuato is the State with the most attention to victims in the country; comparatively, no other State can compare with the support provided in Guanajuato through the subsidiary fund,” said the Governor.

In addition to the support provided by the State Commission for Victim Assistance, legal counsel is available so that victims can have access to justice, guarantee their hearing, respect for their human rights, and active participation in their legal proceedings.

“What the victims want is justice and truth. This financial support and resources are complementary, but the most important thing is that they obtain justice and truth through sound legal counsel,” said Jaime Rochin, head of this agency.

In 2025, the State Commission for Comprehensive Victim Assistance has provided more than 18,000 representations and more than 26,000 legal consultations.

Guanajuato has a State Victims Registry, where victims can voluntarily register:

  • As of 2024, there were 5,509 registered victims
  • Of which 2,431 were direct victims
  • 3,078 were indirect victims

The Commission has a new psychology department, which provides group psychosocial support sessions to groups and has assisted 174 indirect victims of disappearance from 16 groups.

The Governor of the People took the opportunity to mention that the project for a memorial in Salvatierra is moving forward, “we have been making significant progress so that this year we can begin this project, which will be a reminder of the pain caused by violence and will also be a permanent work of peacebuilding. We have taken very important steps, but equally, in terms of security, we must get involved, society, families, and, of course, the government,” she said.

Among the actions of the State Commission for Comprehensive Victim Care is the training of first-contact personnel in the municipalities:

  • In Abasolo, Acambaro, Apaseo el Alto, Apaseo el Grande, Cortazar, Dolores Hidalgo, Guanajuato, Juventino Rosas, Penjamo, Salamanca, Silao, Valle de Santiago, Villagran, Coroneo, and Tarimoro

Guanajuatenses are helped in USA

The Governor of Guanajuato spoke about the situation faced by Guanajuatense residents in the United States following the deportation of individuals in recent days.

Libia Dennise said that last week the People’s Government sent a delegation to Los Angeles, led by the Secretary of Human Rights, Liz Esparza, and the Undersecretary of Migrant Assistance, Susana Guerra, to assist the Guanajuatense migrant community.

Libia reported that the Mexican Consulate in Los Angeles, has reported 164 Mexicans detained, eight of them from Guanajuato, of whom one was deported. “What we’re told is that most of the people who have been detained in these raids are originally from Central America,” the Governor said.

The People’s Government will continue to provide full support to the Guanajuatense migrant community. Governor Libia Dennise recommended that, in the event of an arrest, the incident be reported to the Information and Assistance Center for Mexicans at 520 623 78 74, and that the foreigner’s registration number be recorded to facilitate identification.
