Leon/Gto News

The People’s Government announced that the 434.8 million pesos originally earmarked for the construction of the southern section of the Airport Boulevard bridge, in the Leon–Silao road, will be allocated to the Radiotherapy Unit of the General Hospital of Leon, because it was not possible to demonstrate in a timely manner the legal availability of all the land necessary to carry out the project.

In a press conference, the heads of the Secretaries of Government, Finance and Public Works, as well as the Legal Counsel of the State Government, explained the technical, administrative and legal reasons that prevent continuing with the contracting of the project under the financing scheme originally planned.

The Secretary of Government, Jorge Daniel Jimenez Lona, explained that the State kept the working groups open and extended the deadlines to find a solution that would allow the project to be completed.

“There was willingness and the deadlines were extended; even today, at five in the afternoon, we were still waiting for the document that validates the occupation of the property,” he said.

The project envisioned an investment of 434.8 million pesos, financed entirely by the State Government for this stage.

Although the executive project obtained its technical validation on March 12, 2026, it remained pending to prove the legal availability of two lots necessary for its construction:

  • One of 490.86 square meters, identified as Santa Gertrudis
  • Another of 166.42 square meters, linked to the trust F/1596

The State Government monitored the project since 2025 and formally communicated to the Municipality of Leon the technical and legal requirements necessary to move forward.

On August 11, 2026, the Secretary of Public Works identified the two pending properties and set October 15 as the deadline to prove their legal availability.

Despite the expiration of that deadline, the State kept the working groups open. On October 28, a technical meeting was held between State and Municipal representatives, in which new commitments were established to address the outstanding issues. As part of those agreements, the State Government published the expropriation decree corresponding to the Santa Gertrudis property.

The Municipality submitted documentation related to the second property. However, after review, it was determined that the documents provided did not sufficiently demonstrate the legal conditions necessary to dispose of the property and carry out the construction work.

The legal advisor, Alejandro Sierra Lugo, explained that the review identified pending aspects related to the legal representation of the parties, the identification and segregation of the land, its lease status and the conditions planned to formalize the sale.

These observations were formally communicated to the Municipality of Leon on October 29.

The Secretary of Public Works, Juan Pablo Perez Beltran, made clear that the technical validation of the project does not replace the obligation to prove the legal availability of the land.

He also explained that any modification to the route or scope of the work would require a new technical and administrative revision.

Jimenez Lona pointed out that, in addition to having the necessary land, contracting a public works project requires complying with legal procedures that include the call for bids, the presentation and evaluation of proposals, the issuance of the decision, and the formalization of the contract.

– “The problem wasn’t waiting a few more days to receive a document. The problem was ensuring that those documents were sufficient and that there was still time to legally contract the project,” explained Perez Beltran.

The resources will remain in Leon and will strengthen cancer care.

Given this situation, the State Government reported that the 434.8 million pesos will be allocated to strengthen the health infrastructure in Leon, through the Radiotherapy Unit of the General Hospital, to expand specialized care for cancer patients.

With this decision, the resources originally allocated to the bridge will remain in Leon and will allow us to address a priority health need of families, while ensuring responsible management of public resources.

The Secretary of Government emphasized that the decision responds to the responsibility of ensuring that resources can be applied in accordance with legal requirements and established deadlines.

The People’s Government reiterated that the Airport Boulevard bridge continues to be a priority project to improve the mobility of families in Leon and strengthen their connection with the industrial corridor.

Therefore, a new financing scheme will be sought to allow the project to resume, once the necessary technical, legal and budgetary conditions are in place.

Jimenez Lona noted that Governor Libia Dennise Garcia Munoz Ledo has expressed her commitment to consider a 50 percent State contribution for this project in the 2027 budget, under a joint participation scheme.

In this way, the State Government reaffirms its commitment to Leon, both to strengthen medical care for families and to continue promoting the infrastructure projects that the city requires.

Finally, the Secretary of Government reported that the budget breakdown and progress of the works included in the Manos a la Obra program will be published on the Finance Secretary’s website next Monday, November 2.
