Governor Libia Dennise Garcia Munoz Ledo confirmed that the approximately 435 million pesos originally earmarked for the construction of the Airport Boulevard bridge, over the Tajo de Santa Ana will remain in Leon and will be allocated to health infrastructure and equipment projects. She also reiterated her commitment to seeking new financing alternatives to complete this important road project.

“For me, Leon is a priority. These 435 million pesos were originally going to be entirely State-funded for this project. Today, those funds will stay in Leon. Those funds will go to projects for Leon,” said the Governor.

Among the investment alternatives are projects previously registered and validated to access financing, such as infrastructure and equipment for the radiology unit of the Regional Hospital of Leon, related to the care of cancer patients, in addition to other health works that will be announced later.

The Governor explained that the State Government had the resources to fully finance the Airport Boulevard bridge, with an investment of approximately 435 million pesos, recognizing its importance in improving the city’s mobility and connectivity.

However, the Governor specified that, since these are resources derived from public debt, their use is subject to compliance with legal, technical and financial requirements, as well as contractual deadlines that must be observed to ensure a responsible and legal application of the resources.

Libia recalled that the deadline communicated to the Municipality in August to accredit the necessary requirements to move forward with the project ended on October 15.

Although some of the missing documentation was received in recent days, two properties essential for contracting and executing the work remain pending release, one of which is still undergoing expropriation proceedings.

In addition, the financing agreement sets November 30 as the deadline for making the resources available, which requires having a signed construction contract and all the properties cleared beforehand.

“The deadlines are no longer working in our favor. We have a maximum deadline of November 30th, which is the last day we have, according to the contract with the bank, to access the funds,” said Libia Dennise.

The Governor emphasized that these circumstances are due to legal and financial conditions that must be met, and not to a lack of willingness on the part of the State Government to carry out the work.

“There has always been a willingness, but it is not just a matter of willingness but of legal certainty, legality and formal compliance with requirements that were not fully met,” said the Governor.

“This does not mean that a project that is vital for Leon is being cancelled,” said Governor Libia Dennise Garcia Munoz Ledo.

Libia announced that during the next year new sources of financing will be sought to continue the project, under a joint participation scheme between the State Government and the Municipality of Leon, once the necessary legal and technical conditions are in place.

Libia reported that the People’s Government continues to work on the development of other strategic mobility and road infrastructure projects for Leon, in order to address the current and future needs of the city.

The Governor reiterated her willingness to engage in dialogue and coordination with municipal authorities, prioritizing at all times the interests of families in Leon above any political differences.

“This isn’t about colors, it’s about working for the people,” said Libia Dennise.

The Governor emphasized that her administration will continue to promote investments and projects that contribute to the development of Leon, under principles of financial responsibility, legal certainty, and institutional collaboration.

“I believe the key here is to work together for Leon. They have always found work, dialogue, and willingness on my part, and that will continue to be the case,” she said.

The People’s Government reaffirmed its commitment to maintain public investment in Leon, strengthen infrastructure and health services, and continue to promote the necessary conditions to complete the Airport Boulevard bridge and other strategic mobility projects.
