The State Fund began 2026 with 100 million pesos and, through budget increases, it has spent 246.5 million on 74,104 support actions
The People’s Government presented the Decalogue of the Rights of Victims and reiterated that all the Commission’s services are free of charge

To support victims of crime and families searching for their loved ones in their times of greatest need, the People’s Government has allocated more than 246.5 million pesos in assistance with food, funeral expenses, medical care, legal services, housing, and transportation, among other.
During the Connecting with the People program, the People’s Governor, Libia Dennise Garcia Munoz Ledo, reported that the assistance is not limited to financial support, but also includes psychological and legal support, as well as opportunities for victims and their families to resume their studies, receive training, start businesses and rebuild their life projects.
“Each victim is a story that we must address with great empathy,” said the Governor, who reiterated that her administration will continue to strengthen humane, close care that avoids revictimization.
Francisco Javier Juarez Leon, President Commissioner of the State Commission for Comprehensive Attention to Victims, reported that the State Fund for Aid, Assistance and Comprehensive Reparation began the year with a budget of 100 million pesos and, thanks to budget increases, has spent 246 million 506 thousand 183 pesos.
These resources have enabled the provision of 74,104 aid, assistance, and reparations measures. These include 62,725 food assistance packages, 5,380 transportation assistance packages for search and rescue operations, and 4,548 allowances for official business, in addition to funeral, medical, legal, housing, and emergency transportation assistance.
To ensure that a lack of resources does not prevent families from searching for their loved ones, the Commission transports them from their municipality of origin to the location where the field search is being conducted and subsequently takes them back; it also provides them with food and support in coordination with the authorities in charge of the search efforts.
Silvia Rodriguez Hernandez, in charge of food assistance, explained that the first step is to listen to each person, learn their story, and identify their needs.
Claudia Esperanza Reyes Palafox, legal advisor to the Commission, said that victims receive guidance, representation, and support throughout their legal processes, with clear explanations and no technical jargon. The lawyers are strategically located to provide assistance to families in all 46 municipalities.
Samahara Aide Avila Velez, a clinical psychologist, explained that they offer individual and group therapy, emotional support, and accompaniment before, during, and after legal proceedings.
This program also presented the Ten Rights of Victims:

- 2. Right to receive free care
- 3. Right to dignified and humane treatment
- 4. Right to receive clear and timely information
- 5. Right to the truth
- 6. Right to access justice
- 7. Right to receive comprehensive care and support
- 8. Right to the protection of their safety and privacy
- 9. Right to participate in the decisions of their process
- 10. Right to receive accompaniment
The Governor highlighted that the agencies of the People’s Government work in a coordinated manner to bring victims opportunities according to the needs of each family.
