With SITE, the State strengthens its technological shield in security with 14 innovative tools

With the signing of the Coordination and Collaboration Agreement on Public Security and Technology, Guanajuato consolidates its position as the only State in Mexico  in which its municipalities are connected to the State Surveillance System.

The agreement will allow for the operation of the State’s Comprehensive Technology Service (SITE), a strategic system that integrates 14 technological tools to strengthen security:

  • Urban video surveillance
  • Expansion of road arches at strategic points
  • Network of panic buttons in high-risk areas
  • Surveillance drones in areas with a high incidence of crime

This agreement was headed by the Governor of the People, Libia Dennise Garcia Munoz Ledo, and the Secretary of Security and Peace, Juan Mauro Gonzalez Martinez, and was held at the facilities of the General Directorate of the State System of Coordination, Command, Control, Communications, Computing and Intelligence (C5i).

“The signing of this agreement allows us to unite in a single purpose: to build peace and tranquility for the families of our beloved Guanajuato,” said the Governor.

“We will provide security forces with the most advanced technological tools, enabling a more effective, rapid, and coordinated response to any emergency,” said Libia Dennise.

With this network, municipal corporations will be directly connected to the C5i Unified Command Center, where intelligence, investigation, citizen outreach, and operational coordination are concentrated.

Libia Dennise emphasized that September 2025 was the month with the fewest intentional homicides in the last eight years in Guanajuato, with 150 victims, representing a sustained 47% reduction compared to September 2024.

These advances place Guanajuato in sixth place nationally in the rate of victims per 100,000 inhabitants, according to preliminary figures from the National Security Board.

“This is also a new beginning, a stage where coordination and collaborative work are essential and become our most powerful tool in combating crime,” noted the Guanajuatense governor.

The Secretary of Security and Peace, Juan Mauro González Martínez, emphasized that Guanajuato is the only State in which all 46 municipalities are connected to the State.

“This has allowed us to operate information more quickly and expeditiously, strengthening our operations. Every tool, cameras, systems, links, and data networks, must translate into better responses, greater prevention, and peace of mind for Guanajuatense families,” said the Secretary.

Also participating in the signing were Guanajuato’s Secretary of Government, Jorge Daniel Jimenez Lona, and Mayors or the representatives of the State’s 46 municipalities.

“We are working together to celebrate this signing. It calls for trust, because security—as the Governor believes—is nonpartisan, and this requires improving video surveillance and intelligence systems, reinforcing technological tools, road arches, strengthening citizen outreach buttons, radio communications, emergency response, and data transmission,” said Gonzalez Martinez.
