In an exercise of analysis, accountability, and democratic dialogue, the People’s Government detailed the actions taken to strengthen security, governance, and comprehensive victim care, with an emphasis on inter-institutional coordination and a shared commitment between society and government. This was included in the First Government Report.

The Secretary of Government, Jorge Daniel Jimenez Lona, led the presentation of the actions carried out by the “Guanajuato is Tranquility” Axis to the deputies of the 66th Legislature of the local Congress, at a working group chaired by Representative Jose Erandi Bermudez Mendez, president of the Public Safety and Communications Commission. Also present were Representative Miriam Reyes Carmona, president of the Board of Directors of Congress; and Representative Jorge Arturo Espadas Galván, president of the Governing and Political Coordination Board.
The Secretary of Government was accompanied by Juan Mauro Gonzalez Martinez, Secretary of Security and Peace, and Sergio Jaime Rochin del Rincon, head of the State Commission for Comprehensive Assistance to Victims (CEAIV), who also presented the progress made and reaffirmed the commitment to a government that listens, responds, and resolves problems.

Jimenez Lona praised the leadership of Governor Libia Dennise Garcia Munoz Ledo and emphasized that the Government of the People has been working from the outset to fulfill its commitments and turn them into results. “We know that solutions to the major challenges facing our State require a shared and persevering commitment. We need the force of law, the action of institutions, the dynamism of public policies, and, above all, the trust of the people,” he said.
Jimenez Lona added that a new beginning is being built in Guanajuato with its doors open to society. “We work every day with the spirit to join forces with the municipalities and the Federation, with respect and closeness toward the State Congress and the Judiciary,” he explained, in addition to reaffirming his recognition of President Claudia Sheinbaum’s support and collaboration in dialogue and joint work with the Governor.
Work goes on hand in hand with the State Council of Human Rights Defenders and Journalists to guarantee freedom of expression and strengthen protection mechanisms for those who carry out this work.

Jimenez emphasized that one of the People’s Government’s deepest convictions is its closeness to searching mothers, who are supported in their struggles with sensitivity and commitment, reiterating that they are not alone.
The Secretary of Security and Peace, Juan Mauro Gonzalez Martinez, presented to the deputies the results of the implementation of the new Operational Coordination strategy of the New Anti-Crime Intelligence Force (CONFIA), including the regionalization of the State into ten zones to specifically address the territorial reality of each one.
Juan Mauro emphasized coordination with authorities from all three levels of government and explained that the security strategy is based on investigative and intelligence work to prosecute cases, in coordination with the State and Federal prosecutor’s offices.

The Official also reported on the operation of the Anti-Extortion Squad, which, through the 800 TE CUIDO (I TAKE CARE OF YOU) hotline (800 832 8436), has rescued victims of virtual kidnapping and prevented financial losses for families.
Finally, Juan Mauro affirmed that, although the situation in the State is complex, efforts are being made with coordination, investigation, intelligence, and closeness.
Sergio Jaime Rochin del Rincon, head of the CEAIV, emphasized that providing care to victims of crime and human rights violations is a priority for the People’s Government. Proof of this, he said, is that in 2024, Guanajuato was the State that allocated the most resources to its State Victim Assistance Fund, with nearly 164 million pesos, surpassing states like Veracruz (90 million).

The work of the State Commission for the Search for Persons was also highlighted, carrying out 452 field searches to support families in their tireless struggle.
These actions reaffirm the vocation of a government that listens, responds, and works with society. We do not forget who we are here for: the citizens, because people are our reason for being, and their voice is the compass that guides our work. We are one with the people.
