“Wonder Woman” is a character that symbolizes courage and a sense of justice. During her childhood, it was a character she admired, and she could see herself wearing a police uniform.

Today, from the Undersecretary of Prevention of the Secretary of Security and Peace, Elia Barbara Lugo Delgado promotes strategies aimed at strengthening prevention, citizen participation and the construction of safer communities.
“I loved Wonder Woman; I imagined being like her and, when I had the opportunity to wear the uniform, although the heroine was something fictional, in that job I felt the responsibility, the pride and the firmness of wearing it and responding to the people,” Elia Barbara recalls of her childhood, long before she became a decision-maker in a security institution.

With 28 years in public service, her career has allowed her to acquire knowledge in legal matters, transparency and protection of personal data, which led her to one of the most important security corporations in Mexico.
“It was a strategic area, a command level, and very challenging, not only because I was a woman, but because it meant relating to division commanders who had an operational track record and whose vision regarding transparency, access to information, and accountability had to be changed,” the undersecretary recalled about her time at the institution.

Although her training as a teacher in Public Administration seemed to lead her to another type of work, today, with police and even operational knowledge, she leads a team that goes out into the streets every day trying to bring about a change that results in security for everyone.
“It is an area that not only provides professional growth, but also allows us to work and have an impact on what is needed for citizens to have better, violence-free and peaceful spaces, in the construction of peace,” she emphasized.
