In order to protect public health, ensuring a leveled playing field for regulated businesses, and strengthening compliance with current regulations, the Guanajuato State Tax Administration Service (SATEG) maintains ongoing verification and surveillance efforts to combat the clandestine sale of alcoholic beverages in the State.

According to the Director General of SATEG, Sandra Vianney Perez Gomez, the sale of alcoholic beverages without authorization represents a risk to the safety and health of consumers, in addition to generating conditions of unfair competition for businesses that comply with their legal and tax obligations.

Guanajuato has a registry of 19,496 alcoholic beverage licenses that are in compliance with the Law of Alcoholic Beverages for the State of Guanajuato and its Municipalities as of May 31 of this year.
SATEG carries out permanent inspection and supervision activities aimed at verifying that establishments have the corresponding permits, operate within the authorized hours and comply with the provisions established in the Law and under the instructions of Governor Libia Dennise Garcia Munoz Ledo.

In the 2025 fiscal year, SATEG conducted over 5,000 inspections of establishments throughout the State, resulting in fines totaling more than 23 million pesos. During this year and through May 2026, over 2,200 inspections have been carried out, resulting in 638 fines totaling nearly 12 million pesos. Depending on the severity of the infraction, fines range from $2,932.75 to $67,453.31 pesos.
The main reasons for fines are:
- Establishments do not have CFDI (electronic invoices) to support the purchase of merchandise
- Absence of a sign indicating the prohibition of alcohol sales to minors
- Absence of breathalyzers for consumers who request them
- Absence of a menu of alcoholic beverages that describes, in accordance with the law, the consumption limits and details of the alcoholic content of the products offered
- Selling activity at addresses other than those authorized
- Not respecting the established hours for the sale of alcoholic beverages

The Director pointed out that these actions do not have a revenue-raising focus, but rather a preventive and regulatory one, since they seek to prevent the irregular sale of alcoholic beverages and reduce the risks associated with the consumption of products whose origin or storage conditions may be unknown.
