Libia delivers 300 deeds ‘Paper Speaks’ in Leon

“Papelito Habla” reflects the vision of a People’s Government that listens, accompanies and helps to resolve needs that remained pending for many years

“Today is a day to feel proud. A day to embrace family, to remember everything it took to get here. Because today you have something very valuable: the peace of mind of knowing that your assets are protected and that your future is more secure,” said Governor Libia Dennise Garcia Munoz Ledo, as she led the delivery of 300 property deeds through the “Papelito Habla” (Paper Speaks) strategy.

This delivery is the result of the coordinated work of the People’s Government and the Municipality of Leon, in order to provide legal certainty and security over the assets of the families of Leon, “together, we are unstoppable,” said Governor Libia Dennise.

Today, 171 deeds were delivered through the Human Settlements Regularization Program of the State of Guanajuato and 129 through the Municipal Housing Institute of Leon.

Deeds represent much more than a document; they legally certify ownership, protect a lifetime’s effort, and provide peace of mind when inheriting assets. Furthermore, they facilitate access to basic services, allow for financing, and offer new possibilities for expanding or improving the home.

This delivery of deeds serves families from:

• Ampliacion El Carmen, Brisas del Vergel, Buenaventura, Camino a San Juan I, La Sandia, Nuevo Valle de Moreno, Cosmos, Cristo Rey I, Cruz de la Soledad, El Potrero, Diez de Mayo, El Carmen CTM, El Penon, Esperanza de Alfaro and other regularized settlements

During the current State Administration, 871 deeds have been delivered in Leon, including the 171 corresponding to this day.

Throughout Guanajuato, between September 2024 and August 2026, 2,706 deeds have been granted (267 from September to December 2024; 1,233 in 2025 and 1,206 from January to August 2026).
