The Governor of the People, Libia Dennise Garcia Munoz Ledo, appointed Luis Antonio Vargas Zavala as the new head of the Coordinator for the Promotion of Foreign Trade, and thanked Luis Ernesto Rojas Avila for his work and commitment leading this institution.
Luis Antonio Vargas Zavala has over 20 years of professional experience in economic development, international trade, and institutional leadership. He specializes in designing internationalization strategies for micro, small, and medium-sized enterprises (MSMEs) and has an extensive network of collaborations with chambers of commerce, clusters, and business associations in Mexico and abroad.
Prior to this appointment, Vargas Zavala served as Director General of International Competitiveness at COFOCE, a position he held for the past six years. Within the institution, he also served as Director of Industries and Services (2008–2019), Acting Director General of Business Training during 2012, and Coordinator of Developing Industries from 2005 to 2008.
He graduated with a degree in International Trade from the University of Guanajuato, and also has diplomas, certifications and specialized courses in foreign trade, competitiveness and business internationalization.
Governor Libia Dennise instructed the new head of COFOCE to strengthen regional economic development and the sustainable competitiveness of Guanajuato businesses, in accordance with the commitment of the People’s Government to promote exports and the internationalization of small and medium-sized enterprises in Guanajuato.
The appointment of Luis Antonio Vargas Zavala takes effect on Tuesday, May 19, 2026.
