The Governor of the People, Libia Dennise Garcia Munoz Ledo, reaffirmed her administration’s commitment to freedom of expression, the protection of human rights defenders and the strengthening of preventive actions that allow guaranteeing the exercise of these fundamental tasks for democratic life.

While attending the presentation of the Annual Report of the State Council for Protection on the Situation of Attacks against Freedom of Expression and on the Security of Human Rights Defenders and Journalists, Libia Dennise expressed her satisfaction at participating in this exercise, highlighting the joint effort being made to protect those who defend rights and those who responsibly inform society.

Libia noted that one of the biggest advances this year is in the preventive approach, with the presentation of the 2025 Risk Atlas, a unique exercise in the country that allows the identification of areas, conditions and vulnerability factors in order to anticipate and act before an attack occurs.
The Governor highlighted the work being done through the State Council for the Protection of Human Rights Defenders and Journalists of Guanajuato.

Libia said that this year a budget of 1.15 million pesos was allocated to this area, which will continue to be strengthened to consolidate the established objectives.
“When we talk about protection, what we seek is prevention; to arrive early, to assist those who are working both in journalism and in the defense of human rights in a timely manner,” the Governor said, highlighting that Guanajuato is making progress at the national level in these issues and will continue to strengthen this work.

The Governor reiterated that in Guanajuato there is full institutional coordination to guarantee the protection of journalists and human rights defenders, as well as to investigate any aggression that may occur.
“In Guanajuato, there is no room for impunity. Any conduct that violates freedom of expression or the work of human rights defenders must be taken seriously, investigated, and punished according to the law,” said the Governor.

During the last year, the State Council consolidated a public policy with a preventive focus, implemented 87 protection measures, launched immediate support mechanisms and strengthened tools such as the 2025 Risk Atlas, positioning Guanajuato as one of the states with the greatest institutional progress in the protection of journalists and human rights defenders.

“Those who dedicate their lives to informing and defending human rights carry out a task of enormous importance; it is much more than a job, it is a vocation that safeguards all of society and whose exercise we must protect with the strength of the institutions and the Law,” said the Secretary of Government, Jorge Daniel Jimenez Lona, when presenting the Report.
“Today we have a great opportunity to reaffirm this civic, legal, institutional and human commitment that we carry out every day through the State Council for the Protection of Human Rights Defenders and Journalists,” said the Secretary of Government.
