Insufficient infrastructure of both federal institutions leads patients of the two systems to seek for care in State Hospitals
The Government of Guanajuato does not limit attention to the health needs of its citizens

The Secretary of Health of Guanajuato in the 46 municipalities in the State registered in 2021 a total of 129,988 hospital patients, of those, 1,594 were Guanajuatenses under the health coverage of the federal IMSS and ISSSTE.
Scarce coverage
One of the most frequent reasons for patients to seek for care in State hospitals is the scarce coverage of IMSS and ISSSTE in many areas of Guanajuato, like the North East zone; where its inhabitants go for health care at hospitals of the Secretaria de Salud of Guanajuato.
The State Secretary of Health works abiding to the “universal attention and zero rejection” and it has provided care to patients of other institutions in its hospitals in Guanajuato.
Most services to patients from other institutions in 2021 were:
- 1,202 affiliates of the Mexican Institute of Social Security –IMSS-
- 392 affiliates of ISSSTE
No federal coverage
There are Municipalities of Guanajuato that don’t have medical service by IMSS, ISSSTE, SEDENA or PEMEX, but only hospitals of the Secretary of Health of Guanajuato either from some local medical unit, primary attention, general hospital, community clinic or a specialized service.
The Maternity Hospital in San Luis de La Paz, in the North East of Guanajuato where there is scarce coverage by the IMSS or ISSSTE provided more cases of attention in the State hospital and reported:
- 156 patients of IMSS
- 37 patients of ISSSTE
The hospital in San Jose Iturbide cared for:
- 99 patients of IMSS
- 13 patients of ISSSTE
The General Hospital in San Miguel de Allende registered:
- 289 patients of IMSS
- 58 patients of ISSSTE
The General Hospital of Guanajuato is another ward where these type of patients were registered:
- 139 patients of IMSS
- 47 patients of ISSSTE
