Guanajuato presents strategy to strengthen migratory governance

The Government of the State of Guanajuato presented a report on migratory governance elaborated in collaboration with the International Migrations Organization –OIM-, that shows its strengths and areas of opportunity in its public policies and institutions to promnote an ordered, safe and dignified migration.
Strategic Alliance
Diego Sinhue Rodriguez Vallejo, Governor of Guanajuato, in a video recorded message said that the vision on human mobility is to assist migrants and this work can be seen in the State Government agenda that includes a strategic Alliance with OIM to work in one of the most important topics in the public agenda: Migration.
“An example of this is that one of our first actions when we came to this State Government, was the creation of the Secretary of Migrant and International Affairs –SMEI- to assist from the basic level a topic that is so importat. With clear public policies and in a transversal government, we are giving migrants a human, dignified attention and with no distinction”, said the Governor.
Migratory Governance
Rodriguez Vallejo said that, facing this scenario Guanajuato decided to join the “Strategy to strengthen the migratory governance from the local point of view”, through the Indicators of Migratory Governance –IGM- of the OIM.
The report presented, details the strengths of Guanajuato, such as the access to health services for migrants no matter their legal status, and since 2016 migrants are informed on how to have access to the school-education services in Guanajuato.
Continous training
The report states that at SMEI, officials are constantly trained to provide direct attention to migrants working with financial institutions from the US to make it easy for Mexicans to send money from the US and training and assisting people who return in their process of integration.
The report is the result of a voluntary process that deeply analyzes a series of indicators of migratory governance –IGM- in order to help authorities evaluate the reach of its migratory policies. These IGM are a specific way to work in specific goals of the World Treaty for a Safe, Ordered and Regular Migration.
Vision and projection
Dana Graber Ladek, the Chief of the Mission of OIM recognized “the vision and international projection of the State of Guanajuato in migratory matters, providing humanitarian attention to migrants through the design and application of protocols and programs to assist migrants with a focus of interculture, development, entrepreneurship and humanism”.
The methodology of the IGM was created in 2015 by OIM and The Economist Intelligence Unit to contribute to the specific knowledge of the state of migratory governance to national and local authorities to establish migratory policies and programs based on the evidence and needs of the local context.
Only 3 States in Mexico
In Mexico only Chihuahua, Oaxaca and Guanajuato have presented reports based on the IGM methodology. Also, in the world, this methodology has been adopted by 92 national Governments and 50 State or local Authorities.
