The Governor of the People, Libia Dennise Garcia Munoz Ledo, led the Meeting for Animal Welfare “Paws and Heart”, where she signed with Mayors the Pact for the Protection and Welfare of Animals.

The goal is to strengthen the protection of companion animals and make their care a shared responsibility, said the Governor. “Today, the People’s Government is launching a major strategy to guarantee animal welfare in our beloved Guanajuato,” emphasized Libia Dennise.

This pact incorporates 10 commitments: zero tolerance for mistreatment, through reporting, care, investigation, monitoring and punishment; recognition of animals as sentient beings, with special attention to those who are homeless; and education for responsible pet ownership.
In addition, they promote adoption in coordination with rescuers and civil associations; vaccination and sterilization and encourage their free provision; and prevent the unregulated sale of animals in streets, open-air tianguis and markets.

Regarding the municipal agenda, the following are considered: updating animal welfare and public health regulations; training public servants and neighborhood committees; strengthening volunteer networks; and consolidating a permanent alliance of authorities and society.
In addition, regular meetings are planned with municipalities, the Legal Counsel’s Office, and environmental organizations to review regulatory progress, hear from experts, and monitor commitments.

Participating in this task are:
- The secretaries of the Government, Health, Water, and Environment, along with the Environmental and Territorial Planning Attorney General’s Office
In Guanajuato, Legislative Decree 171 incorporated into Article 1 of the State Constitution the prohibition of animal abuse and the obligation of the State and municipalities to guarantee their protection, proper treatment, conservation, and care. This progress complements the federal reform of December 2024.

The Governor reaffirmed her commitment to present to the State Congress a reform initiative on animal welfare, as well as reforms and additions to the Penal Code, regarding the classification of animal abuse.

According to the 2021 National Survey of Self-Reported Well-being by INEGI, 69.8% of Mexican households had a pet; in Guanajuato, the figure rises to 71.2%, above the national average.
