The Government of the State of Guanajuato, in its quest to generate more accessible, efficient procedures and services focused on the needs of the people, created the program “¡DeclaraFacil!” through the Tax Administration Service of the State of Guanajuato (SATEG), which has been awarded at the tenth edition of “Gobernarte -The art of Good Governance-” of the IDB.
The annual award granted by the Inter-American Development Bank (IDB) recognizes and rewards the best practices and innovative initiatives of subnational governments in Latin America and the Caribbean.
The Guanajuato program triumphed in the “Digital Equity” category, standing out among 158 applications from 15 countries in the region.
Created in 2025, ¡DeclaraFacil! is a tax administration simplification program designed for taxpayers registered in the State Taxpayer Registry under the Simplified Trust Regime (Scheme II). It’s a mechanism where SATEG automatically generates state tax returns based on each taxpayer’s monthly income and sends them digitally to the taxpayer’s mobile phone, facilitating compliance with their tax obligations through a program enrollment agreement.
The program directly benefits citizens through:
- Automation and simplification of the state declaration filing process
- Time savings: Avoid travel and in-person procedures by receiving the declaration directly on your cell pone
- Constant support: through digital assistance to solve questions remotely
- Cost reduction: The user does not require advisors or specialized software to calculate their contributions
- Peace of mind and tax culture: Facilitates timely compliance to avoid fines, closures or negative reports, promoting an intuitive and accessible tax culture, without requiring prior accounting knowledge
For Governor Libia Dennise Garcia Munoz Ledo, this award represents international validation of a tax simplification strategy focused on breaking down compliance barriers and harmoniously strengthening the relationship between the tax authority and the people of Guanajuato.
The IDB highlighted in its statement that ¡DeclaraFácil! puts citizens’ needs at the center, creating an accessible and efficient system. It also solidifies Guanajuato’s position as a leader in tax modernization in Latin America, opening ground for collaboration and the exchange of best practices with other states in the region.
As part of the activities associated with the recognition, the IDB organized a working agenda with the various winning organizations on September 16 and 17 in Washington, DC, IDB headquarters, where SATEG staff presented the results of the program and their experience.
