Governor Libia Dennise participated in the Opening of 2025 Audits to municipalities of Guanajuato and the Signing of an Agreement, before Mayors of municipalities

“Public resources belong to the people and must be returned to them in the form of results,” said Governor Libia Dennise Garcia Munoz Ledo, while participating in the Opening of Comprehensive Audits of Federalized Spending Resources of the 2025 Public Account in Municipalities of the State.
This meeting is organized by the Superior Audit Office of the Federation (ASF) and the Superior Audit Office of the State of Guanajuato (ASEG) and aims to formalize the start of reviews, explain their scope, facilitate the delivery of information, and address requirements.
“This exercise strengthens the credibility of public institutions and reflects the deep commitment we have in Guanajuato to the proper use of public resources,” said the State Governor.
The ASF is a specialized body of the Chamber of Representatives with technical and administrative autonomy, which can audit federal resources transferred to states and municipalities. These include revenue shared funds from Allocation 28, contributions funds from Allocation 33, and other resources.
Comprehensive audits allow for the review, in a single fiscal year, of selected operations related to accounting records, supporting documentation, acquisitions, contracts, public works, and the allocation of funds.
The 2025 Annual Public Account Audit Program includes 2,476 reviews in the country and includes comprehensive audits for the 46 municipalities of Guanajuato.
“What we are going to implement for next year is a mechanism through which municipalities can voluntarily provide us with information,” highlighted Aureliano Hernandez Palacios Cardel, Superior Auditor of the Federation, who was present at this meeting.
Governor Libia Dennise participated as an honorary witness in the signing of the agreement between the ASF and the People’s Government to implement a pilot program for real-time accountability and auditing.
“We celebrate that Guanajuato is once again a pioneer in auditing and good governance, with the signing of this agreement that we just made,” said Governor Libia Dennise.
The Finance Secretary will upload information on federal resources corresponding to the 2026 and 2027 public accounts. Regarding the review of the 2025 Public Account, it reported no observations for Guanajuato.
The Governor emphasized that the People’s Government remains willing to collaborate with the ASF, the ASEG, the Congress and the municipalities, respecting the autonomy of the auditing bodies.
