The visit of the Governor of Guanajuato to the El Paso Intelligence Center (EPIC) strengthens institutional ties to improve security capabilities, practices, and strategies

The Governor of Guanajuato, Libia Dennise Garcia Munoz Ledo, visited the El Paso Intelligence Center (EPIC) in Texas, as part of the actions to strengthen institutional ties and security capabilities.
The Governor thanked the Director General of EPIC for the invitation to visit the facilities and share experiences regarding the results achieved in Guanajuato through the CONFIA Strategy.
“This is a clear example of what we have achieved by prioritizing the safety of Guanajuato. When we are trustworthy authorities and continue to refine our model through institutional cooperation, we advance toward the most important goal: providing the peace of mind that our people deserve,” said Libia Dennise.
During the visit, mechanisms were discussed to strengthen institutional ties, information exchange, and capacity building that contribute to improve security actions in Guanajuato.
The Governor noted that the CONFIA Strategy is based on the pillars of intelligence, regionalization, coordination, and the use of technology to generate information that allows for better decision-making and strengthens the operational capacity of security institutions.
“This invitation represents recognition of the work we are doing in Guanajuato, of our commitment to intelligence, to effective coordination and, above all, to generate results that benefit our people,” said Libia.
Among the topics discussed, the strengthening of security measures on the highways that cross Guanajuato was also highlighted, particularly through a greater presence of elements of the State Public Security Forces (FSPE).
They also discussed the importance of exchanging information related to the transit of freight transport from the border between Mexico and the United States, as a tool that helps identify possible illicit conduct and strengthens the prevention and action capabilities of the authorities.
“It is extremely important to have an institutional link that allows us to have better information, identify risk situations and act in a timely manner,” the Governor pointed out. It was also proposed to strengthen the training and professionalization of the members of the FSPE.
“I am a Governor committed to peace and the security of our people. The results we are achieving demonstrate that the strategy is working and that we must continue to strengthen it with intelligence, coordination, and institutional cooperation,” said Libia.
The visit to EPIC occurs one day after the meeting that the Governor held with Omar Garcia Harfuch, Secretary of Security and Citizen Protection of the Government of Mexico, to review the results of the CONFIA Strategy and strengthen coordination with the Federation.
Among the advances, the reduction in the daily average of intentional homicide victims in Guanajuato stands out, dropping from 12.7 in February 2025 to 3.1 in July 2026, representing a 76 percent decrease.
