The Governor of Guanajuato inaugurated the 8th National Reunion on Search for Missing People with Authorities and Families of Missing Persons

“The voices of the mothers searching for their missing children must be heard in every corner of the country, and in Guanajuato, they will always find a space to make their voices heard. Here, they will always have open doors whenever they want to come and advocate for their causes, because we stand with them and we know that the State’s responsibility is to create all the necessary conditions so that those who are missing return and that disappearances are never repeated,” said Governor of the People, Libia Dennise Garcia Munoz Ledo.

The Governor took part in the inauguration of the Eighth National Reunion on the Search for Persons with Authorities and Family Members of Missing Persons.

This meeting brought together groups, families, specialized prosecutors, search commissions, human rights organizations and representatives of the UN, the International Committee of the Red Cross and the United Nations Population Fund.

The meeting is organized by the Union and National Network for the Search for Missing Persons and the International Network of Associations of Missing Persons and is held every 3 months in a different State of Mexico, in order to evaluate progress, share experiences and build agreements between authorities and families.

Working groups were developed by state to review issues such as the cleaning of national records, human identification, interstate coordination, the participation of families in searches and the monitoring of international recommendations.

In Guanajuato, institutional strengthening has been a priority, said the Governor of the People; and informed that the State Search Commission maintains three specialized groups that carry out 3 to 5 field actions daily.

This year in Guanajuato, tours have been conducted in 214 rehabilitation centers, as well as identification days through fingerprinting in shelters and with people experiencing homelessness.

In addition, a public version of the State Registry of Contexts of Findings is in operation, kiosks have been installed for the dissemination of search cards in the 46 municipalities, the installation of Municipal Units for Attention to Victims is being promoted, and dialogue is being maintained with families.

“In our State, we have reformed the Constitution to consider the mothers searching for their missing children as human rights defenders, and thereby give them the full protection of the State so that they can carry out their actions,” said the Governor.

The Guanajuato State Attorney General’s Office made three services available:

  • “Your DNA Finds” (Specialized Unit): with technical personnel that carried out the collection of biological samples quickly, safely and comfortably
  • Forensic Gallery Consultation Space: a dignified place to consult with the accompaniment of psychosocial and ministerial specialists
  • Citizen Search by Genetic Profile: with the possibility that the searcher provides the genetic information of their relative, either in printed or electronic format, to be immediately integrated into the State search system

Nationally, Guanajuato maintains a current coordination agreement with the National Search Commission to access federal resources allocated to strengthening search, identification, and victim support capabilities.

Participating were representatives of  Search Commissions, Victims, Human Rights and specialized Prosecutor’s Offices of: Guanajuato, Aguascalientes, Mexico City, State of Mexico, Jalisco, Michoacan, Nayarit, Queretaro, San Luis Potosi, Oaxaca, Sinaloa, Tamaulipas, Veracruz and Zacatecas; and representatives of Universities of Aguascalientes and San Luis Potosi.
