This May 6th marks the 40th anniversary of the National Civil Protection System. In Guanajuato, in 1991 it became the State Coordination of Civil Protection.

In Guanajuato, more than 4,000 buildings were part of the prevention drill: 323 State buildings, 191 municipal buildings, and 2,891 private buildings

Preparation is essential; it is part of prevention. Under this premise, a total of 232,322 Guanajuatenses participated in the First National Drill 2026 in the 46 municipalities of Guanajuato. 

The Secretary of Security and Peace, through the State Coordination of Civil Protection, in coordination with municipal corporations and the Secretary of National Defense (SEDENA), registered the total participation of:

  • 4,000 buildings
  • 323 State buildings
  • 191 municipal buildings
  • 2,891 private buildings

Luis Antonio Guereca Perez, state coordinator of Civil Protection in Guanajuato, reported that this represents an increase in participation compared to last year, when 38,829 people participated. 

“These exercises prepare us, first, by identifying what the risks may be in our building or in the surroundings, and from there we start to make a plan for carrying out drills that train us and prepare us so that, in case of a real emergency or disaster, we are perfectly trained,” the State Coordinator noted. 

The central hypothesis at the national level of the drill was an earthquake of magnitude 8.2 on the Richter scale; however, each state, agency, organization and company adapts according to the risk, its own incident. 

The activity began at 11:00 in the morning with the participation of:

  • 48,450 people from federal agencies
  • 51,336 from state agencies
  • 11,586 from municipal institutions
  • 120,950 citizens in general

At the conclusion of their participation, members of the State Coordination of Civil Protection carried out their own drill with the hypothesis of a fire and an injured person.

Antonio Guereca acknowledged the commitment and discipline of the participating institutions, as well as the citizens who seek to be prepared for any risk. 

The Secretary of Security and Peace reaffirmed that a culture of prevention is fundamental to safeguard the lives and property of the people of Guanajuato, and that it will continue to strengthen inter-institutional coordination and citizen participation in these type of exercises.
