Tools to address social problems at the local level are promoted

In order to strengthen the capacity of municipalities to address the social causes of violence, the closing ceremony of the Diploma in Social Prevention of Violence and Crime was held, aimed at personnel specialized in community work.

The State Secretary of Security and Peace, through the State Institute of Training in Public Security (INFOSPE), in conjunction with the Executive Secretary of the State Public Security System, carried out this activity as part of the actions to promote professionalization in preventive matters.

During the ceremony, led by state authorities, the effort and commitment of the 137 participants from municipalities and members of the Undersecretary of Prevention of the Secretary of Security and Peace who completed the diploma in Social Prevention of Violence and Crime, which began on November 21, 2025, was recognized. 

The Secretary of Security and Peace, Juan Mauro Gonzalez Martinez, said that “security is not built only by reacting; we have to anticipate and strengthen the social fabric from the communities.”

“Professionalizing prevention means building trust, aligning efforts, and ensuring that every action has technical, human, and ethical support,” said the Secretary.

Throughout the course, the participants expanded their knowledge of theories, models and methodologies of community intervention, from the perspective of the social sciences.

This preparation allowed the participants to more accurately identify the social problems that can trigger risk situations, based on the analysis and diagnosis of their environment, as well as to propose responses in accordance with the real needs of their communities.

“Peacebuilding does not happen by inertia; it is the result of decisions, well-designed strategies, and the active participation of committed public servants,” said Elia Barbara Lugo Delgado, Undersecretary of Prevention at the Secretary of Security and Peace.

“Throughout this diploma program, we were provided with valuable tools that will strengthen our performance in the communities; peace is built with training, with commitment and with closeness to the people,” said Rosa Lilia Zarazua Rico, Director of Crime Prevention for the municipality of San Jose Iturbide and representative of the diploma recipients.

As part of the event, a keynote address was given by Oscar Antonio Rodriguez Beiza, head of the Executive Commission for Attention to Victims of the State of Mexico, who shared reflections on the care and support provided to affected individuals.

The Secretary of Security and Peace reaffirms its commitment to continue creating training and collaboration opportunities that contribute to build a peaceful and calm Guanajuato, and invites citizens to join these preventative actions from their communities.
