At the Secretary of Finance of the State of Guanajuato, the most important thing is to be efficient in the management of public resources, prioritizing the well-being of families. Therefore, 93% of the government’s operating expenses are allocated to social areas such as education, health, and security.
This was announced by Governor Libia Dennise Garcia Munoz Ledo on the program “Connecting with the People,” where this week’s guest was Secretary of Finance Hector Salgado Banda.
“The Secretary of Finance is not only technical, it’s also human, because everything we do is by and for the people,” the Governor said, reiterating that her administration maintains responsible, efficient, and close management of the public budget.
Broadcast from the Municipal Presidency of Apaseo el Grande, a municipality celebrating 500 years of history this year, the program focused on accountability, social investment, and the State’s financial strength.
Governor Libia Dennise and Secretary Salgado Banda explained how the State has strengthened its tax reevenue system through the Guanajuato State Tax Assistance System (SATEG), with the digitalization of procedures, and incentives for compliant citizens, such as the “You Win Because You Fulfill” raffle.
Thanks to these efforts, the State’s own-source revenue increased from 8.5% in 2019 to 15.2% in 2024, which has allowed it to reduce its dependence on the Federal Government and increase public investment.
Currently, SATEG has 2,775 authorized payment points, distributed among 135 electronic processing kiosks, 17 “Placa Express” kiosks, in addition to the Digital Kiosk application and the Mobile Kiosk in the CONMIGOBERNADORA Caravans.
Regarding expenditures, the Governor emphasized the social focus of the State budget, aimed at reducing inequalities and improving quality of life through projects such as the Solis Aqueduct, which is about to be consolidated, and strategies to support women, businesses, and communities with the greatest needs, such as basic services.
It was also noted that last week, Guanajuato maintained its highest credit rating (AAA) from the international agency Fitch Ratings. This allows for access to financing under optimal conditions, with low interest rates, and the consolidation of strategic long-term projects, such as the aqueduct itself, which will guarantee water supply for the next 50 years for five cities in the industrial corridor.
“The AAA rating attracts investment, gives Guanajuatenses certainty that their resources are well managed, transparently cared for, and, in relation to the Solis aqueduct, having AAA gives us the possibility of having very good debt financing options, meaning we can get the best rate, and, in fact, that has been the case in recent years,” the Governor explained.
Regarding transparency, Guanajuato’s leadership was reiterated with tools such as the presupuestoabierto.guanajuato.gob.mx portal , the “360-Degree Budget Transparency” strategy, and the state’s participation in the Global Initiative for Fiscal Transparency (GIFT), which positions it as a national and international benchmark.
These tools allowed Guanajuato to rank first nationally in the State Spending Report, as well as first in the State Budget Information Barometer.
The program concluded by reaffirming the State Government’s commitment to a modern, fair, responsive, and efficient fiscal policy that puts people at the center and guarantees equitable development for all regions of the State.
