The preservation of natural resources through the evaluation of the environmental impacts that a construction or project have on the environment, is one of the instruments promoted by the State Government through the Secretary of the Environment and Territorial Planning (SMAOT).
For this reason, with the Environmental Impact Assessment (EIA), the negative environmental impacts caused by human actions for the restoration of ecosystems are identified and corrected in advance.
In order to provide timely monitoring and the correct guidance to those natural or legal persons who intend to do a public or private work or activity that may cause an impact on the environment, the SMAOT created the ‘Personalized Environmental Impact Service ‘ –SEPIA-.
Through this process, personalized attention is provided to the applicant with the review of his application and file prior to admission, observations and/or recommendations are made; answering questions and concerns and monitoring.

- 56 Environmental Impact Statements
- 18 impact studies
They correspond to:
- Housing developments, metal-mechanic industry, alternative tourism, automotive industry, food industry, alternative energies, industrial infrastructure, comprehensive waste management, hydraulic infrastructure, and State and Municipal public works in general
They call Environmental Impact to the transformation, modification or alteration of any of the components of the environment (biotic, abiotic and human) as a result of the development of a project in its various stages.
The Environmental Impact Assessment establishes the conditions to which the execution of public or private works and activities done in Guanajuato may cause an ecological imbalance or exceed the limits and limits are established. conditions established in the provisions to protect the environment and preserve and restore ecosystems, in order to avoid, compensate or minimize their negative effects.
The construction or activity to be done is analyzed and it is determined whether or not it is necessary to present an Environmental Impact Statement (MIA), which is the document through which it is made known -based on studies- , the significant and potential environmental effects and repercussions that a work or activity would generate, as well as how to avoid it, mitigate it or compensate it if it is negative.
