The Governor of the People, Libia Dennise Garcia Munoz Ledo, led the kickoff ceremony for the September Testament Month campaign, as well as the delivery of fiats and the signing of the “Digital Seal” agreement.

The Governor explained that, in coordination with the National College of Mexican Notaries and the State College of Notaries, an agreement was signed for the use of the “Digital Seal” platform. This is a major technological advance that will allow notaries, financial institutions, and public registries to verify the authenticity of documents, preventing fraud and ensuring legal security.

The goal is for each issued document to be backed by technology that provides complete trust to those who receive or consult it. “This way, we will provide legal certainty to people, protect them, and guarantee the rule of law,” said Libia.
Today also ocurred the second delivery of Notarial Fiats during the People’s Government. Three Fiats by Homologation have been delivered to notaries who have been serving as assistants and have now completed the legal procedure to assume ownership of their notary posts.

September is the Month of the Will
The Governor emphasized that she is also marking the launch of the ” Month of the Testament” Campaign. This tradition has been transforming lives and strengthening social harmony in our State for more than two decades and has become a national benchmark.
For 22 years, the Notaries Public of Guanajuato, in an act of generosity and responsibility, have decided to expand their business hours and reduce the costs of drafting wills.

Making a will is more than a legal act; it’s a legacy of love and foresight that helps avoid future conflicts. It also ensures family unity; it’s a tool that provides certainty and peace, making it easier for each person to express their wishes for the well-being of their loved ones.
This year, the 2025 campaign will run from September 1 to October 31 for women and older adults, and from December 1 to 31 for migrants.
Additionally, with the support of Guanajuato’s notaries, special prices will be offered to women, senior citizens, and migrants.
The general fee will be 3,300 pesos for the general public and 2,600 pesos for women, senior citizens, and migrants.
“We continue to work hand in hand with the Notary Public to benefit Guanajuato families,” said Libia Dennise, who invited the public in general to take advantage of the benefits this campaign offers, keeping in mind the future safety and harmony of their loved ones.
