According to the analysis done by the National Center for Crime Prevention and Citizen Participation, the State of Guanajuato, holds the first place, along with three other States in Mexico, in institutional capabilities in matters of Social Prevention of Violence and Crime.
The above is reported in the study called “Institutional Capabilities in Social Prevention of Violence and Crime in the Federal States 2023”, done by the Executive Secretary of the National Public Security System, through the National Center for Crime Prevention and Citizen Participation.
The purpose of the document is to know the progress achieved during the 2023 fiscal year of the State Centers for Social Prevention (CEPS), which, in the case of Guanajuato, is a job done by the State Secretary of Public Security, through the Undersecretary of Prevention.
The revision is developed in the implementation of programs, strategies and actions aimed at reducing the risk factors that generate violence and crime, in order to combat their causes.
The basic institutional capabilities are verified in four areas:
- Legal framework
- Operation of the CEPS (specifically under that name)
- Training and/or certification of the personnel of the CEPS or State Areas
- Existence or not, of a State Social Prevention Program or Defined lines of action
Likewise, public management capabilities are analyzed in three areas:
- Planning
- Execution and operation
- Monitoring
In the case of the State Center for Social Prevention of Guanajuato (Undersecretary of Prevention) attached to the Secretary of Public Security of the State, it holds first place in Mexico, along with the states of Jalisco, State of Mexico and Sonora, as all of them achieved a one hundred percent compliance and professionalization in the reviewed areas.
With this data, the federal States and the federal government have valuable information that enables them to:
- Improve decision-making, to guarantee the conditions of permanence and sustainability of the social prevention policy
- Strengthen institutional capabilities and competencies
- Achieve a continuous and sustainable public policy
With this, the social prevention of violence is focused, to meet the demands of the population, through the implementation of short, medium and long-term activities, aimed at gradually obtaining sociocultural changes in society.
