The Attorney for the Protection of Children and Adolescents –PEPNNA- in collaboration with the System for the Comprehensive Development of the Family of the State of Guanajuato –SDIFEG- have as a priority to protect and restore the rights of children and adolescents of Guanajuato; to achieve this, the Promotion of Adoption of girls, boys and adolescents over 8 years of age and groups of siblings is promoted in Guanajuato, in addition to the Temporary Family Program –Foster Family-.
The State DIF System leads the work of the Alianza GUIA strategy: “Guanajuato United for Children and Adolescents”, a strategy that focuses efforts on prevention and timely care in the event of a possible violation of the rights of children and adolescents who are institutionalized, as well as preventing the separation of minors from their families.
Officials work with five main lines of action in the protection and promotion of family life, deinstitutionalization and the fundamental rights of children and adolescents in Guanajuato; among those:
- Positive Parenting
- Family Strengthening
- Temporary Family
- Family Reintegration
- Adoption
- Preparation for Independent Living
The Adoption
In Guanajuato we promote adoption as a right of children and adolescents to live, grow and develop fully, within a family; for this, they work with PEPNNA, which is in charge of training interested families and providing follow-up until the adoption process is completed.
Since its creation, PEPNNA has completed 103 adoption processes; thereby restoring the right to live as a family of 126 infants and adolescents:
This year this right has been restored to 21 children and adolescents, through 17 adoption trials, this more than a number represents a change of life for minors.
In addition, in the family bank, there are 80 families certified for adoption, of which 70 are interested in girls, boys and adolescents in the age range of 0 to 7 years and 10 from 8 to 13 years of age, also, in Guanajuato, of the 432 girls, boys and adolescents who are in residential foster care, 150 are susceptible to adoption.
The process for issuing a Certificate of Suitability has been transformed in recent years to speed it up, in order to provide more agile attention to families interested in adoption; This document is delivered within a maximum period of 45 calendar days after the application process and integration of the corresponding file has been carried out, and is valid for 3 years.
It is worth mentioning that, so far this year, PEPNNA has issued 27 Certificates of Suitability and has 66 applications pending.
For the State DIF and PEPNNA, the Promotion of Adoption is of great importance in order to raise awareness in society to guarantee the adoption of Girls, Boys and Adolescents over 8 years of age and groups of siblings.
Temporary Family
On the other hand, the Government of the State of Guanajuato through the State DIF System and PEPNNA promote different dissemination strategies of the Temporary Family Program. In this way, it seeks to provide girls, boys and adolescents without parental care, a transitional home while their legal situation is resolved; either to reintegrate with their family of origin or extended or to be adopted.
PEPNNA is the institution that does the evaluation and issues the suitability certificate to give way to the Temporary Families program. As of today, there are 3 Temporary Families -Foster Care- and 10 certified Temporary Families active, of which:
In both cases -Adoption and Temporary Family- during the process, the Attorney General’s Office provides accompaniment, orientation, follow-up and support in the conformation of the files to the families and/or interested parties.
Temporary Family seeks to provide a provisional home that provides protection and care while a definitive solution is found, such as reintegration with their family of origin and finally the adoption of children and adolescents without parental care or at risk of losing it.
The adoption is permanent so adoptive families acquire the same rights as a biological family.
