Guanajuato makes a historic leap in competitiveness and advances from 22nd to 13th spot in the 2025 State Competitiveness Index, achieving the greatest progress nationwide
Trust in the State, economic growth, and innovation make Guanajuato a benchmark from the El Bajio region

The State of Guanajuato achieved unprecedented progress in the 2025 State Competitiveness Index (ICE) prepared by the Mexican Institute for Competitiveness (IMCO), climbing 9 positions in the national ranking, going from 22nd to 13th place, making it the State with the greatest progress in all of Mexico.

This result reflects the positive impact of a long-term public policy focused on boosting the economy, fostering innovation, attracting investment, and strengthening institutions.

“Guanajuato is moving forward because there is direction, continuity, and a clear vision for the future. This national recognition is proof that our efforts are yielding results,” said Libia Dennise Garcia Munoz Ledo, Governor of the People.
The IMCO report highlights that Guanajuato ranked among the top five in the country in the Economy sub-index, thanks to its high export rate (53% of GDP), attraction of foreign investment, and industrial growth.

Furthermore, in the Innovation sub-index, the state ranked 4th nationally in patent generation and 7th in research and development spending, consolidating its position as a technological hub from the El Bajio region.
Guanajuato’s leap in competitiveness is the result of:
- A serious, reliable, and well-evaluated public policy
- Trust of businesses and investors
- Economic stability
- Coordinated efforts with society

These have been key factors in helping the State stand out as one of the states with the greatest development potential.
ICE 2025 also identifies areas of opportunity in infrastructure, the labor market, and security, where the State Government is already working with specific strategies.

“We are aware of the challenges we face, and that is why we have intensified actions to improve the quality of life, strengthen security, modernize infrastructure, and expand job opportunities for more people,” said Governor Libia Dennise.
Guanajuato is making steady progress on the path to economic development. The arrival of new investments, the strengthening of the industrial sector, and strong support for micro, small, and medium-sized businesses have been key to generating more jobs and bringing opportunities to every region of the State. Today, Guanajuato is a magnet for global companies and an ally for local entrepreneurs.

In terms of security, progress has been made. Guanajuato recorded the largest reduction in intentional homicides in the entire country, with a 55.6% drop between February and May of this year, information confirmed by the Executive Secretary of the National Public Security System of the Government of Mexico.
The Government of the People reaffirms its commitment to continuous improvement, institutional strengthening, and building a more competitive, fair, and prosperous state for all.
