Comptrollers work on Transparency and Accountability

During the Seventh Meeting of Research and Substantiating Areas, we sought the unification of criteria so that public resources are applied appropriately and for the benefit of citizens

As part of the annual work plan of the Permanent Commission of State-Federation Comptrollers, the Seventh Meeting of Investigative and Substantiating Areas was held, an activity aimed at institutions specialized in these areas.

Arturo Godinez Serrano, secretary of Transparency and Accountability of Guanajuato, said that this event was developed with the Comptroller General of the state of Colima, due to the importance of properly supervising the exercise of resources and the correct exercise of the public function.

“The objective was to share knowledge on matters such as: the qualification of administrative faults, the observation of criteria, elements considered for determining the seriousness of a fault and to make visible the importance of the correct integration of a Report of Alleged Administrative Responsibility, highlighting the value of accurately and exhaustively collecting and documenting information to support the accusation of an administrative offense”, said Godinez Serrano.

Godinez said that the meeting brought together more than a thousand representatives of internal state and municipal control bodies from all over the country.

As part of the activities, the master conference “Present and future of disciplinary law in Mexico” was given. A look from comparative law by Doctor Arturo Heriberto Sanabria Pedraza.

And successful cases were presented in terms of investigation and substantiation of the comptroller offices of the States of:

• Queretaro, Morelos, Sonora, Nayarit, Coahuila, Guerrero, Baja California Sur, Guanajuato, Zacatecas, Jalisco and Mexico City

“This was an activity where each exhibitor presented their implemented legal strategies, as well as their results, which are very useful to unify criteria in the application of disciplinary law for the investigative and substantiating areas”, said the comptroller of Guanajuato.

Godinez said at the end that the presentation of these cases will allow us to learn about the experiences of different Internal Control Bodies, discuss and debate various interpretations in the application of the law.

This will undoubtedly enrich understanding and help develop a critical-reflective approach that will prepare them to face the challenges of their daily work.
