The Governor led the 3rd Plenary Session of the Legislative Convention on Public Safety and Social Prevention of Violence and Crime
Six legislative proposals are presented in social prevention, mental health, gender police, proximity police, homologation of information of municipal public security corps

The Governor of Guanajuato, Diego Sinhue Rodriguez Vallejo, participated in the third Plenary Meeting of the Legislative Convention on Public Security and Social Prevention of Violence and Crime, in which the inter-institutional connection was coordinated through legislative proposals on the matter.
“Regardless of the trench from which we have to participate, we have the responsibility to contribute our efforts to guarantee peace and tranquility in our state”, said Rodriguez Vallejo.
“The coordination of efforts is an essential element to achieve the objectives. That is why the link proposed in this mechanism is so important, in order to identify the problem, provide proposals with different visions and have the legislative result enriched”, said the Governor.
The functions of this convention are:
- The elaboration of legislative proposals to the Board of Government and Political Coordination of the State Congress
- Exchange information
- Compile and, where appropriate, do studies and research that address problems of interest
During this first period of activities, the members of the convention have maintained coordinated participation through four working groups.
As a result, six legislative proposals have been drawn up in the field of social prevention, mental health, gender police, the community police model, as well as the standardization of information from municipal public security institutions.
The First Municipal Police Self-Perception Survey 2022 was presented, where police officers provide information on:
- The characteristics of their social interaction
- Development of their functions
- Work and economic environment
- Gender issues
- The self-perception of their work
In this third meeting a Collaboration Agreement was signed to share information from the State and Municipal level on social prevention of violence and crime.
That information will be used to enrich and support the work that the Convention does in collaboration with the University of Guanajuato to create a Comprehensive System for the Professionalization of the Elements of Public Security Institutions at the Municipal level.
The Convention was installed on January 21st, it is a connection mechanism between the Legislative Power, the Executive Power and the State Municipal Councils.
