The People’s Governor, Libia Dennise Garcia Munoz Ledo, presented her Second Regional Government Report, where she announced, among several projects, the rehabilitation of the urban landscape of downtown Apaseo El Grande, the third phase of construction of the local Sports Complex, as well as the rehabilitation of educational facilities such as the Centenario de la Constitucion de 1917 and Siervo de la Nacion secondary schools, and the extension of the passenger train line through this municipality.

In addition, the Governor reported that projects such as the modernization of agriculture, the Solis Aqueduct, and the Bajio Logistics Gateway are already underway in the region. Meanwhile, in Celaya, the underpass on Mexico-Japan Avenue is now complete.

The Governor noted that her administration is promoting projects in coordination with the municipalities and the Federal Government, under a vision of joint work that will allow regional development to be triggered.

“We chose to focus on the cooincidences that unite us to promote the Guanajuato we want. Today we are demonstrating that by working as a team we can make projects a reality and benefit our people,” she said.

Libia noted that strategic projects such as the passenger train will strengthen Guanajuato’s connectivity and open new opportunities for the region.

“This train will trigger the development of our region and of municipalities like Apaseo El Grande, which are now integrated into this route thanks to the efforts we have been making,” she said.

The Governor explained that, thanks to these efforts, the railway project includes stations and stops in several municipalities of the state, including Apaseo El Grande, Celaya, Villagran-Cortazar, Salamanca, Irapuato and Leon, which will strengthen regional mobility and generate new development opportunities.

Libia said that the modernization of the San Miguel de Allende–Dolores Hidalgo section, a project that has already proven its efficiency, strengthens regional connectivity and boosts tourism in this area of ​​the State, in addition to the construction of bridges, roads, streets and social works that improve mobility and access to opportunities in different communities.

“In terms of infrastructure, it is no coincidence that our highways are among the best in Mexico. We continue to invest in the maintenance of more than 2,640 kilometers of State highways,” said the Governor.

Health and well-being for families

The Governor stressed that Guanajuato has one of the most solid health systems in Mexico. “We are very proud to say that we have the best State Health System in Mexico. And we’re not just saying that, the facts speak for themselves,” she said.

Libia Dennise announced that over 3.7 million consultations, 714,000 emergency room visits, and 96,000 surgeries have been provided, in addition to nearly 12 million laboratory tests.

“Here we don’t ask if they have insurance or if they come from another institution; our doors are always open to everyone,” she said.

More opportunities for young people

Libia Dennise highlighted that through the New Beginning Scholarships and the Single Scholarship System, more than 305,000 students receive support to continue their studies.

“I am convinced that our youth should be in the classrooms, because that is where dreams are built,” she said.

Security: Results and Coordination

The Governor reiterated that Guanajuato is moving forward with the CONFIA strategy, based on intelligence and institutional coordination. “Today I can look at you in the eyes and tell you that we are on the right track,” she said.

Libia noted that February 2026 recorded the lowest number of homicides in the last eight years, with a 51.4% reduction in the daily average of cases.

“Peace is not built overnight; peace is built every day,” the Governor said.

Boosting employment, agriculture and entrepreneurship

The Governor highlighted the creation of the Financiera y Apoyos Tu Puedes Guanajuato (Financial and Support Fund You Can Guanajuato), which has provided financing to entrepreneurs, merchants and agricultural producers.

“In Guanajuato we are hard-working people; what we ask for is not that things be given to us, but the opportunity to demonstrate what we are capable of,” she said.

Libia also highlighted programs such as Mi Tienda al 100, Mi Plaza and Mi Negocio Pa’Delante, as well as actions to strengthen the countryside through the rehabilitation of rural roads and the modernization of irrigation.

The Governor announced the Grano del Bajio strategy, which seeks to protect the price of tortillas through the guaranteed purchase of 50,000 tons of white corn produced in Guanajuato.

Government allied to women

The Governor reiterated that her administration maintains a firm commitment to women through the ALLIES strategy.

“I want you to feel it in your heart: you count and you will always count on your Governor,” she said.

Among the most relevant actions was the Pink Card, which benefits 679,000 women in the State.

A call for the future of Guanajuato

Libia Dennise called on the people of Guanajuato to continue working together. “Today I have come to speak to you about facts but also from the heart,” she said.

“The tally of achievements that I have presented to you today is also a tally of your effort, the effort of the people of Guanajuato,” he stated.

“For our daughters and sons, for our history, and for the Guanajuato we deserve let’s continue building this new beginning. The best is yet to come: Said and Done!” she said.
