The Secretary of Security and Peace, through the Undersecretary of Prevention, held a meeting with the Japanese community in an exercise of closeness to strengthen prevention and promote the culture of reporting. 

The head of the undersecretary, Elia Barbara Lugo, held an informative talk in which she asked the Japanese community to be an ally in building peace in Guanajuato. 

“Filing a report is not just a formality; it is a voluntary act of citizenship that triggers a criminal investigation. It is an essential pillar for preventing crime and strengthening the social fabric. By reporting, we build trust and contribute to reduce impunity,” the Undersecretary explained.

The undersecretary explained that the complaint has important characteristics that make it accessible to everyone: it can be verbal or written, it is free of charge, it can be filed by anyone, it obliges the authority to initiate an investigation, and it can be anonymous in specific cases. 

Guanajuato has a network of channels to facilitate the filing of complaints, many of them specialized to overcome communication barriers. 

The Undersecretary detailed the different ways in which any citizen can request police support; the first is the 911 Emergency System, an exclusive channel for real and ongoing situations, where medical and civil protection services can also be requested. 

It also made available to the community the anonymous reporting system 089, which is available 365 days a year, as well as the 075 Women’s Assistance line, where legal and psychological advice and safe referral are offered to women victims of violence. 

For the Japanese community, the telephone line called Japan Desk (800 9767486) is available, with an interpreters service staffed by qualified personnel with direct assistance in Japanese, English and Spanish. 

“Know that any call you make to the Anti-Extortion Squad 800TECUIDO (832 8436) is completely confidential and they have the obligation to advise you, be with you in the process until they accompany you with the public prosecutor,” the state official emphasized. 

Present were the Consul General of Japan in Leon, Takero Aoyama, and Takaaki Kuga from the Japanese Chamber of Commerce and Industry of Mexico, as well as representatives of the Guanajuato branch.
