Guanajuato reports the lowest number of intentional homicides in eight years with the CONFIA Strategy
Coordinated actions are agreed upon to combat extortion and strengthen operational intelligence

In the Fourth Meeting of Governors and Territorial Commands of the states of the Central-West region, the Governor of the People, Libia Dennise Garcia Munoz Ledo, presented the positive results that Guanajuato has had in terms of security, thanks to the implementation of the CONFIA Strategy.
“The great work we have done to significantly and steadily reduce intentional homicides in our State is recognized,” the Governor noted during her speech, in the presence of Federal and State Authorities, as well as commanders of the National Guard and the Secretary of National Defense.
Since September 2024, Guanajuato has achieved a 48% reduction in intentional homicides, lowering the daily average to 5.7 cases, the lowest level in eight years. This achievement is the result of a comprehensive strategy based on tactical regionalization, operational intelligence, social prevention, and specialized attention to priority crimes such as extortion, virtual kidnapping, and gender-based violence.
Among the agreements reached at this regional meeting are:
- Strengthen the operational, judicial, and intelligence roundtables among participating States
- Strengthen regional operations coordinated between Federal States
- Address the crime of extortion as a priority, in alignment with the new National plan
“Today we reaffirm our commitment to continue working to guarantee peace in Guanajuato,” said Libia Dennise.
The Governor also presented the progress made in reducing violence, she noted that Guanajuato now has the highest-paid State Police force in Mexico, with a gross monthly salary of $28,502.06, as part of the commitment to dignify public service in security.
Libia also reported on the results achieved in the first 10 months of her government:
- More than 2,200 people arrested and more than 2,900 placed in the hands of Judicial Authorities
- Seizure of almost 1.9 million liters of hydrocarbons
- Recovery of 62,000 pieces of stolen merchandise and 264 firearms
- Preventive actions that have reached almost one million people in priority communities
- Financial blows to crime amounting to more than 157 million pesos
Finally, Libia Dennise acknowledged the willingness of the Federal Government and its State counterparts to work together.
“I’m sure that together we are stronger. In Guanajuato, we are ready to continue building the safe State we all desire,” said Libia.
Authorities from all three levels of government in the states of Aguascalientes, Colima, Nayarit, Jalisco, and Zacatecas participated in the meeting.
