On the International Day of Human Rights Defenders, the Governor of Guanajuato, Libia Dennise Garcia Munoz Ledo, has presented to the State Congress a series of reform drafts, which seek to guarantee the security, integrity and freedom of human rights defenders and journalists.

This is the first State Council for the Protection of Human Rights Defenders and Journalists in the country, which has managed to promote this action with the State Governor.

“Today I want to reiterate my commitment to building a State that respects and protects the work of human rights defenders and journalists, whose work is essential in Guanajuato,” said Libia Dennise.

For this reason, these initiatives have been presented, which are the result of joint work that includes the proposals formulated to me by the members of the State Council for the Protection of Human Rights Defenders and Journalists of Guanajuato, and involve reforms to the Political Constitution of the State of Guanajuato, the Penal Code, the Law for the Protection of Human Rights Defenders and Journalists, and the Law of the Public Security System, explained the State Governor.

“The purposes are:

  • One, that the State and the Municipalities have the obligation to guarantee the free exercise, but also the protection of journalists, and of human rights defenders such as searchers.
  • Two, to double the penalties for crimes that violate freedom of expression and the defense of human rights, and even more severe penalties when the crimes are committed by public servants.
  • Three, to strengthen the State Protection Council, and include timely follow-up to complaints, guarantee preventive and protective measures for their personal safety, home surveillance and transfers, among other things.
  • “And four, to create a Special Protection Group for Journalists and Human Rights Defenders within the State Police,” the Governor said.

Libia Dennise pointed out that with these actions, in the Government of the People “we are going for a Guanajuato that protects truth, freedom and justice.”
