The best for Guanajuato is coming, more investments, infrastructure works and more opportunities for our people are coming.
This was stated by the Governor of Guanajuato, Diego Sinhue Rodriguez Vallejo, as he presented his Fourth State of the State, where he highlighted that there is investment throughout Guanajuato; “Here we do add the efforts of all of us to build and move forward.”
On our feet
The Governor pointed out that there have been difficult times, the health emergency was a challenge for our state and for the whole world. Today we are on our feet and with our eyes set on the future.
“The difference with other places is that here in Guanajuato we have overcome everything together and working hard.”
The President highlighted that Guanajuato is the first place in exports as a non-border state. In 2021, a record was achieved: exporting products worth 26 thousand 951 million dollars.
The sixth economy
He added that we are the sixth largest economy in our country, with a value of 44 billion dollars.
In the value of the total agricultural production of the country, Guanajuato is in the sixth national place, with more than 62 billion pesos, which is 5.5 percent of the national total, said the Governor.
Rodríguez Vallejo highlighted that in 2021, still with a pandemic, we registered the arrival of more than 18 million visitors, who were able to enjoy our state, observing the corresponding health protection protocol. These visits generated an economic benefit of more than 35 billion pesos.
Investment
He commented that thanks to the constant evolution of Guanajuato, today we have 10 industrial clusters that integrate more than 3,200 companies.
He said that Guanajuato is a state that favors job creation. Proof of this is that so far inj this administration the State has received investments of more than 3.2 billion dollars, which come from national and international companies.
These investments represent more than 35,600 direct jobs for Guanajuatenses, he added.
Just a few days ago, said the Governor, the French company Michellin confirmed its trust in Guanajuato by expanding its plant, which is their most modern in the world, with an investment of 400 million dollars, doubling its production capacity and creating more than 600 new direct jobs.
Makiung our State known
In addition, during the tour the Governor and his aides made troungh Europe in September 2021, investments of more than 440 million dollars were consolidated and more than 1,800 direct jobs were committed, he added.
“We were the first delegation from a state to leave the country in times of pandemic, but we knew it was the right time,” he said.
He recalled that countries such as: Germany, Austria, France, Italy and Switzerland were visited, where there were meetings with representatives of the Nestlé, ITT, Pirelli, Proma, Ferrero, Le Belier, Michellin, Safran and ZKW corporations.
“Thus we maintain our conviction of bringing more world to Guanajuato and of taking more Guanajuato to the world.”
Mindfacture
The Governor pointed out that all the efforts made in the State are linked to the most important development project in Guanajuato. “I am referring to the development of profound Innovation, to the Valley of Mindfacture. It is clear that Guanajuato is a land open to innovation”.
The Valley is open to obtaining the best of the world and sharing the best of its interior. “When we created the Valley of Mindfacture, we were sure that technology, entrepreneurship, and business were coming together to discover the great talent and innovative ideas of Guanajuato citizens,” he said.
Plane “Made in Guanajuato”
Rodriguez Vallejo added that his Administration is also working to attract talent from other places, because entrepreneurs arrive here when they did not find the same possibilities in their places of origin. For this reason, the first 100 percent Mexican aircraft is being manufactured here. “Made In Guanajuato”.
It has a capacity to make 5 or 6 hours flights. You could easily get from here to anywhere in the country. And it runs on premium gasoline.
“I feel even more proud because engineers from the Politecnico and technicians from CONALEP participated in its design and construction. And I want to state an acknowledgment to Giovanni Angielucci, General Director of the company HORIZONTEC, manufacturer of this plane because it has made of Guanajuato its home, thank you for trusting in us”, said the Governor.
Advanced technology
The Governor highlighted that recently Pirelli announced the construction in Silao of an advanced technology center, with an investment of 15 million dollars.
This investment includes the creation of its first research and development center in Mexico.
Mindfacture-it
He explained that another important part of the innovation ecosystem is the “Mentefacturalo Fund” which has a contribution of 100 million pesos; whose purpose is to promote high-impact science, technology, innovation and entrepreneurship projects.
He said that last year, in its first stage of investment, 50 million pesos were allocated to support 144 projects: 63% from the private sector and 37% from research centers.
And the second stage of investment of this Fund has already been opened, with another 50 million pesos to be apply this year, he added.
He highlighted that another action of the Valley has been the “Capital-Startup-Capital” strategy where 137 startups were formed, through 12 panels for the development of entrepreneurial skills.
Last year we decreed April 18, as the “State Day of Mindfacture”, and to celebrate it we held more than 200 promotional actions, throughout the state, he said.
With UNO
In Guanajuato, an alliance was made with the United Nations Organization for Industrial Development, UNIDO, because it promotes entrepreneurship as a key factor to achieve the goals of Sustainable Development, said the Governor.
“It is done through the Global Honor Entrepreneurship Society, which is the international organization with the greatest social impact and the most recognized in Europe. With them we signed the Declaration of Entrepreneurship and Adhesion. We are the first government in Latin America to join this initiative”, highlighted the Governor.
Anti-corruption
Rodríguez Vallejo said that here in Guanajuato we are distinguished by the will to do things well and face to face with citizens, that is why we have confronted corruption without hesitation.
A sign of how much we have traveled in this direction is that we are in second place nationally in the “Absence of Corruption” factor in the 2021 Rule of Law Index report by the World Justice Project, he explained.
“We have nationally and internationally recognized indicators that account for the effort we are all making”, said the Governor.
Transparency
“In the Index of Transparency and Availability of Fiscal Information of the Federal States, we continue to advance in the ranking, since we advanced a position with respect to last year, by placing ourselves in second place nationally, according to the A-Regional magazine”, noted the Governor.
“Guanajuato has been recognized in the last 3 years as the only state that obtained the highest ratings a State Government can achieve, by the 3 main international agencies that certify financial capacity: Fitch Ratings, Moody’s and Standard & Poor’s Global”, informed the Governor.
In addition in 2021 CONEVAL awarded Guanajuato, the recognition for the “Best Monitoring and Evaluation Practice”, in the category of accountability, transparency and access to information, he added.
Also in 2021, the INAI recognized Guanajuato, for the project of the Secretary of Finance, Investment and Administration of the State of Guanajuato called ‘360-degree Budget Transparency’. “We achieved the First National Place in the category of States”, said the Governor.
The environment
Rodríguez Vallejo said that for the State Government the environment is a priority, that is why various actions are promoted, such as placing Guanajuato as the second place in the national level in solar water heaters installed throughout the State.
“Thus, more than 500 thousand families already take care of the environment and their pockets”, noted the Governor.
He highlighted that there are 47 national and international alliances, which support us with training and experience to continue advancing. In addition, Guanajuato is a benchmark with the State Program for Urban Development and Territorial Ecological Planning.
He added that in Guanajuato clean energy is committed, and not only at the level of large companies, but also in the government and in our homes. Here we do lead by example.
“In this Administration, more than a thousand photovoltaic modules have been installed in public buildings, saving money, polluting less and, above all, looking after the future of our children. And Guanajuato has gone from 12th to 5th place in its installed distributed generation capacity, avoiding the production of 131 tons of greenhouse effect gases and other elements”, he said.
Security
The Governor said that in terms of security, more than 15.9 billion pesos have been invested from 2018 to 2021 to protect Guanajuato residents.
This investment has been spent to have more professional elements, with better gear, better paid, more technology and infrastructure. “And this has allowed us to get better results,” he said.
For example, in 2021, a thousand fewer homicides were registered in the state than in 2020, the Governor highlighted, adding that Guanajuato was placed in the first national place with the greatest decrease in victims of intentional homicides, which fell by 21%.
He added that according to the Crime Rate Indicator per 100,000 inhabitants, published by INEGI, since 2020 Guanajuato had the greatest reduction in crime incidence in the country, since it fell by 42.8%.
Other important crimes that have decreased their incidence in 2021 compared to 2020 are:
- Business robbery: -33%
- Kidnapping: -28%
- Intentional homicides with a firearm: -15%
- Vehicle theft: -15%
- Home robbery with violence: -11%.
He stressed that so far this Administration has captured and put in prison twice as many criminals as were captured in the entire previous six-year term.
A work of all
The Governor recognized both the State Attorney General of Guanajuato, as well as the State Superior Court of Justice for this effort and its results that have stood out at the national level.
“We know that we still have a long way to go in terms of security. But you can be sure that we will not stop insisting. Today we can say that we live in a safer Guanajuato than 3 years ago. With you, we do maintain the peace and calm of our families”, said the Governor.
Social Impulse
The Governor said that so far the Administration has made more than 122,000 works and actions in the 46 municipalities through Social Impulse, with an investment of more than 14 billion pesos.
Rodriguez Vallejo explained that the results of our social work can be seen in the CONAPO Marginalization Index, where 32 of the 46 municipalities improved their conditions.
“Today, Guanajuato no longer has municipalities with a very high degree of marginalization, despite the impact of the pandemic on the issue of poverty throughout the country and in Guanajuato,” he said.
The Governor commented that the Ministry of Social and Human Development has been instructed to work on a New Social Strategy that will be presented very soon in response to this new reality.
Salud y Covid
He said that in terms of health, we are facing the pandemic with determination, having as our main asset our state health system, which is the best in the country.
He added that during the pandemic, more than 1.5 billion additional pesos have been invested to meet all health needs so that the residents of Guanajuato receive the best care and do not have to pay for medical care or medications.
Rodriguez Vallejo noted that Guanajuato was ranked among the 4 best states in the country, in avoiding deaths associated with Covid 19. For all this, Citibanamex recognized Guanajuato as the state that best managed the pandemic.
He said that more than 9 million vaccines against Covid 19 have been effectively applied.
“My recognition once again to doctors, nurses and health personnel in our state who were on the front lines of battle”, said the Governor.
Against addictions
Rodriguez Vallejo noted that despite the health emergency, progress is also being made in adopting the Planet Youth program against addictions, the Icelandic Model, which is the best in the world.
“With this methodology, more than 100,000 people have been impacted and we are already in the 46 municipalities with a great commitment and participation of the municipalities, as was demonstrated in the International Congress for the Prevention of Addictions, which for the first time was held outside of Iceland”, said the Governor.
Education
Rodriguez Vallejo said that in Guanajuato, young people are supported to stay in school. Through the Single Scholarship System, more than 131 thousand young people benefited, with an investment of 929 million pesos.
“In addition, since the beginning of the administration we have provided more than 9 thousand scholarships and support for students and teachers to continue their preparation in 32 countries, among them Canada, Spain and the United States of America among other”, said Rodriguez Vallejo.
“I want to thank and appreciate the school community and the leadership of the more than 9,000 School Participation Councils. I want to offer a round of applause for our teachers”, said Rodriguez Vallejo.
Rescue of Public Buildings
The Governor highlighted that the rehabilitation works of the Manuel Doblado Theater are now finished and the restoration of La Plaza de Gallos continues, both in León.
The largest rehabilitation that the Teatro Juárez has gone through in its history began, with an investment of more than 163 million pesos, so that this Jewel of Guanajuato is at its best.
Another very important action is the great work carried out by the State DIF, especially the ALIANZA GUIA, which means Guanajuato United for Children and Adolescents. “This is a great effort to support our children and adolescents in every way and guarantee them better living conditions,” said the Governor.
This alliance is the expression of a public policy to fully guarantee their rights, in a family environment, with decent treatment and equal opportunities.
It is a program that really benefits society, because in the end the children grow up and become good citizens.
Social support
More than 25 million school breakfast rations were also granted for the benefit of more than 170,000 children and adolescents in vulnerable situations, said the Governor, who thanked the President of the State DIF, Adriana Ramírez Lozano, and all the staff for their commitment and decision in the protection of children and adolescents.
For the second consecutive year in a row, UN Women and INMUJERES were awarded First Place in the Mexico Heading for Equality platform, for having the normative instruments of public and budgetary policy with a gender perspective. Also for the second time, the Welfare Secretary was awarded First Place in the Institutional Strengthening Index.
“In Guanajuato you can be sure that we will continue to guarantee the exercise of your rights,” he emphasized.
Public works
In this administration, more than 3 thousand 703 million pesos have been spent on the construction and modernization of our highways.
For example, he said, in Irapuato, the construction of the Cibeles road distributor was completed with an investment of 424 million pesos for the benefit of more than 100,000 users.
The Bicentennial Expressway was consolidated in León with the construction of the Hilario Medina vehicular bridge, serving 42,000 daily users and an investment of more than 324 million pesos.
Also in León, the first stage of Bulevar Perdigon and the second of Francisco Villa were inaugurated; in which more than 42 million pesos were invested.
“Las Joyas Boulevard is being built with an investment of more than 23 million pesos, for the benefit of more than 20 thousand daily users”, explained the Governor.
In Guanajuato City, the state capital, the second stage of the Santa Fe road distributor was built and the Cervera–Las Teresas Connection started with an investment of more than 207 million pesos, benefiting 85,000 daily users, he stressed.
With a total investment of more than 85 million pesos, the modernization of the Purísima–Jalpa de Cánovas Highway continued.
In addition, the construction of the La Cieneguita vehicular bridge over the Laja River in San Miguel de Allende began. We exercised more than 39 million pesos, which will benefit 3,800 daily users.
And in Celaya we are in the third stage of the construction of the Galaxias del Parque Sports Center with an investment of 51 million pesos. “That among many other works that continue to make of Guanajuato, the Greatness of Mexico, because today more than ever in Guanajuato we are with you,” said Rodriguez Vallejo.
More public works are coming
The Governor announced that more public works will be built in the different municipalities, such as the Villas de Guanajuato connection to the Yerbabuena Puentecillas highway, with an investment of 98 million pesos.
In Celaya, 3 works will be promoted: the rehabilitation of thebMexico -Japan Avenue in the Industrial City; the refurbishing of the surroundings of the Adolfo López Mateos Boulevard in the section from the Glorieta Batallas de Celaya to Juarez Street.
And the rehabilitation of the beams of Avenida Constituyentes, all with an investment of 160 million pesos.
For Irapuato, the Governor announced that 3 works will be built: the sixth stage of the Solidaridad boulevard; the modernization of Avenida Insurgentes, section Torres Landa to Casimiro Liceaga, and the Mercado de la Fresa, with a joint investment of more than 136 million pesos.
He highlighted that in Leon, 3 other public works will be built: the bridge on Morelos Boulevard at Rivera de la Presa and Hermenegildo Bustos Boulevard; Timoteo Lozano Boulevard in its Siglo XXI section from Tajo de Santana to Mayorazgo.
And the rehabilitation of the access from Ciudad Industrial to Pocket Park, all with an investment of more than 315 million pesos; “Those are among many other projects that come to the 46 municipalities,” he added.
