The Governor presents Guanajuato’s strategic projects in: Security, Water, Health, Education, Women, Economy and Infrastructure

“This Government of the People is called to fulfill its mission: to make Guanajuato the State we want for our daughters and sons. This is the people’s moment,” said Governor Libia Dennise Garcia Munoz Ledo.

Libia led the “People’s Moment” event held at the Poliforum in Leon, attended by representatives of civil society, authorities from all three levels of government, academics, and the general public.

“Today our State is experiencing a new beginning. What seemed impossible is happening. We are laying the foundation for a better present and future for Guanajuato. Today, the Government of the People is moving forward, and moving forward strongly, and it demonstrates this with actions,” said the State Governor.
Libia Dennise said that Guanajuato is destined to continue being a protagonist; “We must work together to consolidate its plural, inclusive development, with equality and freedom. Many good things are coming, but it’s always important to discuss the foundations of this new Guanajuato: Security, Water, Health, Education, Women, Economy, and Infrastructure.”

Libia emphasized that these have been months of intense work, negotiations, dialogue, and uniting for Guanajuato. “Of seeing faces and listening, because there is no better compass for us than the eyes and voices of our people. The results are the best proof that the new way of speaking is doing.”
The strategic projects:
Security
Secretary of Security and Peace Juan Mauro Gonzalez said that in Guanajuato, work is being done to build peace through a team of different federal government institutions. We are on the right path.
The Governor reiterated that security and peace are a fundamental part of these strategic projects in Guanajuato. This must be the case, as this has been the main demand of Guanajuato families in recent years.
Libia recalled that the CONFIA Strategy, based on prevention, coordination, regionalization, intelligence, and investigation, was presented in the last November.

“Our people demand that we deliver results and join forces on an issue more than any other,” said the Governor, who commented that the Operational Intelligence Group has decided to move forward without distinctions between institutions or levels of government, because the sole goal is to deliver results for our people.
Libia Dennise said, “We have set ourselves the challenge of demonstrating that Guanajuato can be a replicable model for reducing homicides and violence. Today, the indicators prove us right: there has been a significant and sustained decrease in intentional homicides, going from a daily average of 9.4 in September 2024, when we assumed this responsibility, to July the 5th 2025, a 47% reduction.”
“I want to be very honest with you we will not take a step back. And today I want to make it very clear that with the firm commitment of the Prosecutor’s Offices and the Judiciary, there will be no impunity for those who harm our society,” said Libia.

Water
Environment Secretary Jose Lara Lona said that water is a strategic resource, and that they are working with federal authorities to ensure that Guanajuato residents have access to this basic service.
The Governor said that water is a fundamental human right, which is why solutions have been proposed for Guanajuato.
In the Government of the People, one of the most important legacies we are committed is to give our people major water project. Thanks to the efforts we made and the progress already made on the project, it was incorporated for the first time into the National Agreement for the Human Right to Water, and it receives federal and state funding through the National Water Plan, the Governor explained.
Libia emphasized that no other State has three simultaneous water projects:
- The Solis Dam-Leon Aqueduct
- The Modernization of Irrigation District 011
- The Lerma River Sanitation Project

These works have already begun on the part of the Federal Government through CONAGUA, said Libia.
Women
The Secretary of the New Beginning, Rosario Corona, said that women are served through actions, which is why the Allies Strategy was promoted, with important programs such as the Pink Card, which aim to improve the quality of life of women in Guanajuato.
The Governor said this is a moment for the women of Guanajuato. “We are a government allied with girls, adolescents, and women. This is a six-year term dedicated to creating better opportunities for all in education, income, health, and opportunity.”

Economy
Secretary of Economy Cristina Villasenor said that today we are the fifth-largest economy in Mexico, and actions are coming that will strengthen our state, such as the Bajio Logistics Gateway in Celaya.
Its location is crucial, as the country’s main railway lines and highways cross here. Twenty-three percent of the country’s rail freight passes through here.
Despite the international economic uncertainty, trust remains in Guanajuato, with more than $2.5 billion in investments so far during the People’s Government.

Health
Health Secretary Gabriel Cortes said, “We’re doing well in terms of health, but we want to keep moving forward.”
The Governor said that “our State Health System is a priority for Guanajuato; we want it to continue being the best in all of Mexico. In the Government of the People, we are convinced that the highest right is human dignity, and that health is a right and a very sensitive demand of the population”.
Libia said that in Guanajuato, we have a zero-turndown policy for people in our hospitals. For example, last year we treated more than 300,000 consultations for people who belong to the federal health system, and so far this year, we have provided more than 94,000 consultations to those with other social security plans.

Education
Education Secretary Luis Ignacio Sanchez said he is working to improve the academic standards of Guanajuato’s children, adolescents, and young adults.
Libya Dennise said that education is the key that opens all doors to development, and that’s true, but precisely for that reason, we must make education accessible, universal, and one of our strategic priorities.
“We want this to be a moment for young people. To achieve this, we have an ambitious plan to increase coverage at this level from 74.9% to 85.3%. This is a growth of over 10 percentage points, which represents opportunities for thousands of young people,” said the Governor.
In this new school year, we are opening 30 new high schools for 3,650 students, who now have a great opportunity, added Libia Dennise.
Libia added that they will continue going door-to-door to help those students who have dropped out of school, because only by listening to their motivations can we help them return.

Infrastructure
Public Works Secretary Juan Pablo Perez noted the project to build the Queretaro-Irapuato-Leon Passenger Train, which will benefit mobility in this region of the country.
Libia Dennise added that the Passenger Train could NOT be left out of these strategic projects, and “I say this with great pride because it took a lot of work, dialogue, studies, and meetings to get this great municipality included in the project. A project we all heard about but that never became real, a viable public transportation option that would help us with the mobility challenges we face.”
Libia said that today this dream has become a reality. The train will have stations in Celaya, Salamanca, Irapuato, and Leon, with intermediate stops in Apaseo El Grande and Villagran.

The Government of the People Advances Strongly
Today, the Government of the People is moving forward, and moving forward strongly, and it demonstrates this with actions. We are showing that it is possible to govern with vision, with results, and, above all, with honesty, working as a team, and being close to the people, the Governor said.
Libia emphasized that these are NOT isolated projects or actions; they are part of a plan with a vision for the development of families in Guanajuato.
“Anyone who wants to see collaboration as shady political agreements is mistaken. Anyone who bets on division over the interests of Guanajuato does not understand the enormous task of governing. I am a woman and a Governor of firm convictions who will recognize when there is support for projects that benefit our people because it is the right thing to do. No one gives us anything for free. It is within the framework of respect for federalism that our state must receive what it deserves”, she said
“We are achieving the impossible. Let nothing stop us, let’s keep making the impossible possible!” the Governor emphasized.
