The Anti-Narcotics and Law Enforcement Office (INL) in collaboration with the Tobacco, Alcohol, Firearms and Explosives Agency (ATF) both from the United States of America, offered the Course called “Post-Explosion Investigation Techniques”.

This is the first time this course is offered in Guanajuato and it was a 40 hours course.

Agents from the Public Ministry, Experts, Technicians, and personnel from the Public Security areas of the states of Chihuahua, Tamaulipas, Sonora, Mexico City, and Zacatecas participated in this course.

Staff from the State Public Security Secretary and the General Attorney of Guanajuato were at the course.

Dorian Molina, Head of Public Security and Law Enforcement Programs of the Anti-Narcotics and Law Enforcement Section of the United States Embassy in Mexico, thanked the Government of Guanajuato for the collaboration in holding this training course.

Molina noted that the training given to various officials from the areas of Prosecutors, Experts, Technicians and elements of Public Security, has great value for Guanajuato and for Mexico. 

Molina said that the training provided is an example that Mexico and the United States are committed to the development and professionalization of all those who participate in the chain of justice.

The US Official added that the central objective of this collaboration mechanism between the two nations is the protection of people.

Dorian Molina assured that holding this course shows the commitment that Guanajuato has in the fight against organized crime.

Todd Okray, Deputy Attaché and Head of Training for the Tobacco, Alcohol, Firearms and Explosives Agency (ATF), noted that the training course exceeded the expectations that had been set, since it maintained a level of quality similar, and even slightly superior, to another course recently offered in the United States.

Okray added that the work during this course allows the growth of the capacities of Mexican institutions for the management and investigation of situations that are linked to the use of explosives. 

The US Official thanked the alliance that both INL and ATF have created to expand knowledge and experiences to corporations in our country.

Guanajuato’s Secretary of Public Security, Alvar Cabeza de Vaca Appendini, thanked the INL and ATF officials and instructors for their support and presence.

Cabeza de Vaca noted that Governor Diego Sinhue Rodriguez Vallejo, always attentive to the public security agenda, has converted this agenda into permanent public policies for peace and tranquility of Guanajuatenses.

The head of the SSPEG emphasized that the state public servants who took part, acquire in this way important tools, because they are techniques and methods that will allow them to investigate a caused explosion, how it was set off and what type of material exploded.

  • Secretary Alvar Cabeza de Vaca Appendini underlined that through real explosive detonation exercises and reconstruction of artifacts, parts and components were analyzed before and after an explosion. These investigative techniques, he indicated, will be fundamental in fighting crime.

He also pointed out that clearly identifying those responsible for deliberately detonating explosives will make it possible to clarify the attack and also enforce the law.

“Society demands results and more results from us”, said Alvar Cabeza de Vaca Appendini.

The Secretary of Public Security of the State of Guanajuato, expressed his total appreciation and gratitude to INL and ATF for having chosen Guanajuato for the Course, and for sending a team of highly specialized instructors.
