On December 8, 2023, the Government of Guanajuato, through the Secretary of Government and the Secretary of Public Security of the State, signed an Agreement with the federal and state electoral authorities, in order to provide protection and personal security to the candidates during the 2023-2024 electoral process and thereby generating conditions of peace and calm for the electoral period. 

Subscribed on the date mentioned, both agencies of the State Executive participate in this Agreement, as well as the National Electoral Institute (INE) through the Local Executive Board and the Electoral Institute of the State of Guanajuato (IEEG).

This way, considering that candidates for various election positions participate in the current electoral process, it was established as part of the Agreement that every registered candidate who requests personal protection and security from the authorities in matters of public security must complete a series of steps as part of the procedure for granting this service:

1.  When the candidate for the Government, Senate, Federal, Local and City Councils officially obtains registration with the electoral authority, and that due to his or her candidacy there is an imminent risk that threatens his or her life or physical integrity, he or she may request, on his or her own or through the representatives of the political party to which they belong, the personal protection service to the following institutions:

a)  In the case of candidates for the Governorship, Local Council or City Councils, to the Presidency of the General Council of the IEEG.

b)  In the case of candidates for a Senate and/or Federal Councils, to the Head of the Local Executive Board of the INE.

2.  Prior to the request for personal protection to the aforementioned electoral institutions, the candidate or the representatives of his or her political party will have the obligation to present the corresponding complaint or criminal complaint to the competent authority for the purpose of carrying out the investigation and consequent follow-up, observing the following:

a)  The candidate who requests the personal protection service must include in his or her writing the request, a copy of the complaint and/or criminal complaint presented, as well as describe the circumstances of time, manner and place that support said request.

3.  In cases where the candidate is for the Government and Local Councils, the Presidency of the General Council of the IEEG, once received the application, will send it along with the complete file to the Secretary of Government, who in agreement with the Secretary of Public Security of the State, will analyze said request and determine, if considered appropriate, the granting of the personal protection service that, according to the particularities of the specific case, will be provided to the candidate.

4.  Likewise, when the candidate is for City Councils, the General Presidency of the IEEG, once the request is received, will notify the Secretary of Government, and will send the complete file along with the request for the personal protection service to the City Mayor, who will determine the granting of the service, through the Secretary, Police Station and/or Directorate of Public Security performing in his City.

5.  In the event that the candidate is for the Senate and/or Federal Councils, the Head of the Local Executive Board of the INE, once the request is received, will inform the Secretary of Government, and will forward the service request. of personal protection to the Head of the National Guard in the State, who will determine the granting of the service through his police personnel.

6.  Likewise, in the event that the electoral authority receives a request for protection without a copy of the corresponding complaint and/or criminal complaint being presented, it will be sent to the Secretary of Government, provided that it describes circumstances of time, manner and place, so that the said authority determines the appropriate procedure regarding the procedure to be followed as established in this Agreement.

7.  Once the request for personal protection and security for the candidates is received, an analysis will be carried out and based on this, determine the level of risk that exists and establish the security measures required in the specific case.

It is important to emphasize that the Government of the State of Guanajuato, the National Guard and the Municipal Presidencies through their police personnel, once the requirements for granting the service before the electoral authority have been met, will provide the means and actions of safeguarding and personal protection to the candidates during the electoral process.

Once the above has been informed, the Government of the State of Guanajuato, through the Secretary of Government and the Secretary of Public Security of the State, expresses its broad and absolute will to reinforce collaboration and coordination always permanently with the electoral authority to generate the necessary conditions for the development of the electoral process, the safeguarding and protection of people aspiring to a popularly elected position.
