In a strategic move to decentralize the arts and safeguard local identity, the Government of Guanajuato has announced a subsidized investment of 8 million pesos (MDP) dedicated to Municipal Cultural Centers (Casas de Cultura) across all 46 municipalities for the 2026 fiscal year.

The announcement took place during the State Cultural Meeting 2026, held in Purisima del Rincon. The summit brought together high-ranking officials from UNESCO, State authorities, and municipal leaders to align strategies on community development and heritage preservation.

A Roadmap for Identity: The Decalogue

Host Mayor, Roberto Garcia Urbano, welcomed delegates at the City Theater, where he unveiled a comprehensive Decalogue for Heritage Protection.

The ten-point manifesto serves as a blueprint for the municipality’s cultural policy, focusing on:

  • Identity and Legacy: Preserving the historical footprint of the región
  • Living Heritage & Peace: Utilizing culture as a tool for social cohesion and unity
  • Global Alliances: Strengthening ties with international bodies like UNESCO to project local talent globally
  • Artistic Preservation

  • Education with Excellence
  • Promotion of Peace and social Unity
  • Network of Knowledge
  • Touristic Promotion

“Our commitment is to consolidate a cultural policy that is inclusive and remains close to the people,” Garcia Urbano said, highlighting new initiatives such as “literary tertulias” (social circles) to spark creative talent within the community.

Culture as a Fundamental Right

Representing Governor Libia Dennise Garcia Munoz Ledo, the State Secretary of Culture, Lizeth Galvan Cortes, emphasized a shift in how the government perceives the arts.

“Culture must be understood as a fundamental right present in daily life, not just in artistic expressions,” Galvan Cortes remarked.

To formalize this vision, authorities signed the General Coordination Agreement for Municipal Cultural Development. This pact ensures that the 8-million-peso subsidy will directly fund workshops and programs in peripheral neighborhoods and rural communities, ensuring that cultural access is not limited to urban centers.

National Leadership in Literacy

The summit also highlighted Guanajuato’s powerhouse status in public education and reading. The state currently ranks third nationally in library consultations, with over 1.1 million annual visits. This success is attributed to a network of over 300 dedicated librarians who have turned Guanajuato into a national leader in artistic engagement and literacy promotion.

As the meeting concluded, the Director of Culture for San Luis de la Paz reminded attendees that these Municipal Cultural Centers belong to the citizens, serving as the heartbeat of cultural community life across the State.
