“In the next few years, governments are going to have a financial crisis that is going to put the stability of states at risk, either we think outside the box or we are going to start suffering financial crises,” said Governor of Gua najuato Diego Sinhue Rodriguez Vallejo.
The Governor shared the panel “Infrastructure from the State Vision”, with his counterparts from Nuevo Leon, Samuel Alejandro Garcia Sepulveda, and from Yucatan, Mauricio Vila Dosal.
On the second day of activities of the Annual Meeting of Industrialists (RAI), Rodriguez Vallejo presented the vision of his government based on a State infrastructure that pays off in economy to solve public needs.
“We are at a good time to reflect on the future of government finances, 2030 is the deadline and we have a few years to prepare”, said Rodiguez Vallejo.
“Guanajuato is already taking steps with innovation and planning, with a governance model where pension funds generate business with individuals and private and public wealth is generated,” said the Governor.
Guanajuato is based, added Rodriguez Vallejo, on business models such as in Singapore, where the state infrastructure generates its own, which is why Guanajuato carries out projects that boost the state economy from investments that generate income, such as the Guanajuato-Silao highway and a lease of vehicles and machinery, and in the mid term, the Silao-San Miguel de Allende highway, for example, said the Governor.
Rodriguez Vallejo explained that to finance these projects, Guanajuato develops sound finances, since it has a budget of around 97 billion pesos; It has a debt of 10 billion pesos and a pension fund of more than 30 billion pesos, of which 16 billion are invested in financial instruments that cause support for state pensions until 2082.
“With the pension fund we are generating infrastructure funds in a public model and we have created a vehicle and manufacturing machinery leasing company, with money from pensioners with a project of 500 million pesos,” said Rodriguez Vallejo.
This leasing company lets the government do business; the management of it is conscientiously monitored to eradicate corruption and transparency is what characterizes this investment practice, said the Governor.
These benefits help position Guanajuato as a leader in regional economic development with the generation of a Gross Domestic Product of more than 44 billion dollars; It is the sixth exporting state in Mexico for more than 27 billion dollars a year and it is a regional leader in attracting investment.
The favorable ecosystem for investment is achieved through road, rail and air infrastructure, which allows Guanajuato to be the state with the best connectivity in Mexico.
The Governors of Nuevo Leon and Yucatan agreed that the key to development is teamwork between governments and society.
Samuel García, from Nuevo León, referred to various issues, “we decided to implement works in the Muevoleón Plan”, which is due to the mobility of the population, with 100 billion pesos, where he cited large-format works for public transport and he presented the construction of three highways on the outskirts of Monterrey, as a bypass, to avoid the metropolitan area and head towards the United States and neighboring states.
He said that the development of Nuevo Leon will not stop, and in this sense, there are also important hydraulic works.
“The plan is to do more in Nuevo León in 5 years than was done in 30 years. This year we lay the groundwork for the next five to start bidding and continue the plan”, he said.
Mauricio Vila, Governor of Yucatan, said that honesty is a key piece to achieve the trust of citizens and that it has an impact on better governance.
He stressed that a sample of honesty is the work of the state police that helped position Merida as the safest city in Mexico in 2021 and so far in 2022.
“If you are honest and do your job well, you will have the possibility of making a better life,” said the Governor.
He explained the development plans in Yucatan where the tourist, commercial, highway and mobility infrastructure will be a key piece for the future of this state.
