Community prevention, citizen participation, and the exchange of best practices are the foundation for building peace, authorities agreed

In a meeting that combined technical monitoring with the exchange of experiences, the Secretary of Security and Peace led the Fifth Regular Session of the State Committee for Social Crime Prevention.

The meeting, held as part of the 4th Municipal Forum on Community Prevention of Leon, served to review progress, strengthen collaboration, and reaffirm the common goal of rebuilding the social fabric from the local level. 

The Director General of the State Information Center, Roberto Centeno Torres, acknowledged the efforts of the municipal teams. “We are very grateful for all the attention and support the municipality of Leon has given us,” he said. 

As host of the meeting, Jose Moises Herrera Saldana, Director General of Crime Prevention and Participation of León, welcomed the municipal representatives and emphasized that the forum is a platform to “converge on knowledge, share it, and adapt solutions.”

In the reunion, the follow-up report on municipal commitments regarding the social prevention of violence and crime was presented. It was highlighted that several municipalities have already fully met the established goals, while the rest reported progress reflecting sustained work in implementing these actions.

Luz del Rocio Melchor Ibarra, general director of the State Center for the Social Prevention of Violence and Crime, explained: “We must reaffirm our commitment and provide support so that all 46 municipalities are working 100% on prevention efforts,” while emphasizing that these annual goals are essential for coordinating public policy on the matter. 

The commitments range from:

  • Strengthening Gender-Based Violence Response Units
  • Providing care to young at-risk
  • Consolidating Citizen Participation Councils
  • Police training
  • Implementing outreach campaigns
  • Establishing a guiding principle for community peace

Rafael Hernandez Gutierrez, Director General of Social Engagement and Participation of the Undersecretary of Prevention, presented the progress of investment projects from the Public Safety Contribution Fund (FASP).

The need to continue strengthening municipal prevention areas with resources and technical support was raised, recognizing that they are the first point of contact with citizens and essential actors in peacebuilding. 

The session was part of the program of the 4th Municipal Community Prevention Forum, organized by the Municipal Government of Leon.

Maria Fernanda Martinez Velazquez, Undersecretary of Operational Intelligence of the Secretary of Security and Peace, celebrated the meeting. “Community prevention is fundamental because it directly involves the community in decision-making. Security is built on shared responsibility, respect, and active participation,” said Martinez.
