Libia is first female Governor to deliver Fiscal Package to Congress

The Governor of Guanajuato, Libia Dennise Garcia Munoz Ledo, as she delivered the 2025 Fiscal Package to the State Congress, said that “in this document, the resources that will be allocated to carry out the main programs and projects to improve the quality of life of Guanajuatenses are materialized, this is the People’s Budget.”

Libia noted that “we are living a very significant moment in our history, that is why, here I am, with deep respect for the division of powers and the balance that the Legislative Branch represents, in this act, which represents a profound manifestation of the commitment that this government has with plurality, justice, equity and, above all, with the needs of those who gave us their trust for this New Beginning in Guanajuato”.

“I submit to the consideration of this Legislature the Fiscal Package for the year 2025, consisting of:

Initiative for the Revenue Law of the State of Guanajuato; Initiative for the Law of the General Expenditure Budget of the State of Guanajuato; Initiative for the reform of the Laws of the Treasury and Fiscal Coordination of the State of Guanajuato; and Initiative for the reform of the Law for the Exercise and Control of Public Resources for the State and Municipalities of Guanajuato.

“Today, all these initiatives have as their main focus our People who work, study, care for and contribute to the well-being of our land every day. But, beyond the numbers and decisions that guide the allocation of resources, I want to highlight something very important: this budget has the seal of a responsible, close and inclusive government, thus taking a firm step towards a more just future, where women occupy a fundamental place,” said the Governor, who was accompanied by the Secretary of Finance, Hetor Salgado Banda.

Libia said that this budget was structured based on the demands she heard every day and, therefore, “we are addressing the main needs of all the people of Guanajuato.”

She also said that an extraordinary effort was made to provide women in the State with a program that improves their economic capabilities and reduces the inequality gap; “Aliadas” represents a set of transversal public policies so that women in Guanajuato have tools to be the best version of themselves.

This budget emphasizes one of the most important challenges we have in Guanajuato, which is security, emphasized the Governor.

She noted that “our Government is proposing an increase of almost double that proposed for 2024 for both the Commission for Comprehensive Assistance to Victims of Crime and the Commission for the Search for Missing Persons”.

“Minimal adjustments are proposed to the State’s tax regulations, which will allow us to have greater income without affecting the population with fewer resources and without compromising economic development, since the implementation of these reforms will be gradual”, said Libia.

“I insist that this Fiscal Package that I am presenting is responsible, balanced, supportive and has a vision of making the capacities of public administration more efficient,” said the Governor.

Representative Rolando Alcantar Rojas, President of the Congress of the State of Guanajuato, noted the presence of the Governor to deliver the Fiscal Package, Rolando said that the legislators will contribute with an analysis of the document, which aims to build a successful Guanajuato.
